- UNRESTRICTED - RFI A. Purpose The Air Force District of Washington (AFDW) A3/5 Operations and Planning Directorate is requesting information to determine sources sought with demonstrated experience and ability to provide a system of decision matrices for planning purposes and training of new action officers on the critical decisions associated with certain events occurring in the National Capital Region in reference to Defense Support of Civil Authorities (DSCA). B. Objective The objective is to obtain information about suppliers that: 1. Have the ability to create a set of decision matrices as required by AFDW to facilitate rapid and effective DOD response by providing a framework for better coordination at the national level, improved proficiency of personnel, enhanced planning, better sharing of information, more efficient resource utilization, and a vehicle for training and exercising new action officers in all aspects of DSCA objectives. 2. Can produce decision matrices system that will include actions that appropriately reflect recent developments affecting the DSCA arena, both inside and outside the military structure. The outcome must include: (1) impacts to national doctrine, (2) presentation of forces to other federal agencies and support from the Air Component, (3) military capabilities for support to air, land, maritime and cyber actions, and (4) relationships between military and civil authorities, (5) Title 10/Title 32 options/implications for/of DSCA, (6) critical infrastructure protection, (7) law enforcement, public safety, and security agency coordination (8) Continuity of Operations (COOP), (9) counterintelligence, (10) Air Component roles and responsibilities for force protection, intelligence sharing, counter-proliferation/CBRNE protection, incident/consequence management, information operations, and all associated military capabilities to support DSCA actions. 3. Will in addition to a hard copy version provide a web system version of all documents in HTML format. The web system version will be formatted appropriately for the web and the selected hosting environment. Each document will be formatted with navigation to provide the reader with an easy way to find key data. Depending upon the hosting environment capabilities, this could be a hyperlinked table of contents in a separate frame, a tabbed navigation to the key areas of the document or even breaking the document into smaller, more readable pages with navigation between the pages. 4. Are capable of developing decision making matrices for at least the following set of events/situations, but not limited to, the events/situations are: a. chemical, biological b. radiological/nuclear (dirty bomb detonation, lost weapon, accidental release) c. high energy explosive d. support to law enforcement/support in civil disturbances e. national special security events f. non-national special security events. C. DSCA Decision Matrices Requirements: 1. Can develop matrices system that incorporates all requirements needed to provided capability to track, analyze and report upon actions in accordance with legislation pertaining to Government, DOD, COCOM, Joint and Service matters (e.g., Titles 10,18, 32, 50 United Stated Code). 2. Can develop matrices with accuracy and specifics that will facilitate the depiction of simultaneous, parallel and disparate actions required of the AFDW staff to support DSCA actions. D. Requirements: RFI responses must include: 1. Name of the primary point of contact 2. Business title 3. Email address 4. A brief summary description of relevant experience and ability to provide DSCA Decision Matrices that meet the aforementioned objectives. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for the DSCA Decision Matrices. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
