- The Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed under FAR 13. This announcement constitutes the only solicitation; proposals are being requested; and a written solicitation will not be issued. All amendments and any other official communications, if any, from the agency regarding this solicitation will be distributed via www.fbo.gov. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-38. The General Services Administration, Federal Acquisition Service's (FAS) Office of Acquisition Management (QV) is responsible for establishing the standards and framework for managing the acquisition workforce in accordance with policy established by the GSA Chief Acquisition Officer. The Office of Acquisition Management leads, supports, and facilitates the review of the Federal Acquisition Service programs and procedures. QV is responsible for the planning and coordinating all requirements associated with the annual FAS Acquisition Day event. The FAS Acquisition Day is designed to build professional knowledge, promote job proficiency, and place focus on mission-critical workforce needs. This training opportunity contributes to the retention and effectiveness of a world-class acquisition workforce by providing insight on current acquisition issues and expanding knowledge on recurring critical topics pertinent to this workforce. It also provides a chance for members of the FAS acquisition workforce to share information among peers. Each attendee receives eight continuous learning points toward their required 80/40 Continuous Learning Points every two years. QV is preparing to hold the FY 11, FAS Acquisition Day training event. Listed below are the proposed dates (subject to location availability): 6/13/11, 6/14/11, 6/15/11, 6/16/11, 6/17/11, 7/18/11, 7/19/11, 7/20/11, 7/21/11, 7/22/11, 7/25/11, 7/26/11, 7/27/11, 7/28/11, or 7/29/11 in Crystal City. This training event will have approximately 300 attendees and will be held for one day. Section 2.0 Scope The FAS intends to award a contract in accordance Federal Acquisition Regulations Part 15, Contracting by Negotiation, to host the FAS Acquisition Day training event on 6/13/11, 6/14/11, 6/15/11, 6/16/11, 6/17/11, 7/18/11, 7/19/11, 7/20/11, 7/21/11, 7/22/11, 7/25/11, 7/26/11, 7/27/11, 7/28/11, or 7/29/11. The Government's requirements include the following: location: Crystal City, Arlington, Virginia (specifically within walk able distance to the METRO)
