- The National Highway Traffic Safety Administration (NHTSA) is an integral part of the United States Department of Transportation (DOT) and its mission is to save lives, prevent injuries, and reduce health care and other economic costs associated with motor vehicle crashes. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, the NHTSA promulgates Federal Motor Vehicle Safety Standards (FMVSS). Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable safety standards. The work described in this procurement will enable the agency to meet its mission by assuring that motor vehicles meet the requirements of the safety standards. The OVSC is soliciting proposals for the next multi-standard compliance test contract to meet the mission of the office. The solicitation will seek proposals to provide compliance testing for the following FMVSS: FMVSS No. 104 "Windshield wiping and washing systems" FMVSS No. 105 "Hydraulic and electric brake systems" FMVSS No. 110P "Tire selection and rims" (Passenger Cars) FMVSS No. 110L "Tire selection and rims" (Light Trucks) FMVSS No. 111 "Rearview mirrors" FMVSS No. 114 "Theft protection" FMVSS No. 118 "Power-operated window, partition, and roof panel systems" FMVSS No. 120 "Tire selection and rims for motor vehicles other than passenger cars" FMVSS No. 122 "Motorcycle brake systems" FMVSS No. 124 "Accelerator control systems" FMVSS No. 126 "Electronic stability control systems" FMVSS No. 135 "Passenger car brake systems" FMVSS No. 201U "Occupant protection in interior impact" (Upper Interior Impact) FMVSS No. 201IP "Occupant protection in interior impact" (Interior Impact) FMVSS No. 202a "Head restraints" (Static Testing) FMVSS No. 202aD "Head restraints" (Dynamic Testing) FMVSS No. 206S "Door locks and door retention components" (Sliding Door) FMVSS No. 207 "Seating systems" FMVSS No. 210 "Seat belt assembly anchorages" FMVSS No. 214S "Side impact protection" (Static) FMVSS No. 216a "Roof crush resistance" FMVSS No. 225 "Child restraint anchorage systems" FMVSS No. 301R "Fuel system integrity" (Rear Impact) FMVSS No. 305 "Electric powered vehicles: electrolyte spillage and electrical shock protection" FMVSS No. 401 "Interior trunk release" FMVSS No. 500 "Low-speed vehicles" FMVSS INSP "Vehicle Inspection" FMVR 571.10 "Designated Seating Position" The NAICS Code for this contract is 541720. Contractors must be registered in the Central Contractor Registration Database located at http://www.ccr.gov, and must complete electronic representatives and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award a multiple Firm Fixed-Price Indefinite Delivery, Indefinite Quantity type contract with cost reimbursement portion resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about April 15, 2011. Period of Performance is two (2) one (1) year base periods plus three (3) one (1) year option periods for a total performance period of five (5) years. Contract Award: NHTSA intends to issue a full and open, competitive Request for Proposals (RFP) with the intention of awarding multiple Firm Fixed-Price Indefinite Delivery, Indefinite Quantity type contract with cost reimbursement portion of the resultant contract. All questions regarding this posting must be submitted in writing via e-mail to NHTSAOAM@dot.gov no later than May 2, 2011. The anticipated award date for this resultant contract is expected on or about September 1, 2011.
