- The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, and Small Business concerns. (This notice is for the purpose of collecting and analyzing information about capabilities within the market that can satisfy the agency's needs. This is market research only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation.) The NAICS code for the work described below is 237990 with a project cost estimated between $20 - $30 million. Work is anticipated to begin in July 2011 and will extend over a 3 year period. The location of services to be performed under this contract shall be in the Fenway section of Boston, Massachusetts. The project consists of the installation of two 24-foot by 10-foot pre-cast concrete arch culverts supported by drilled shafts for 3' diameter and approximately 50 -foot long caissons under existing roadways, the construction of concrete headwalls and wing walls also supported by caissons, installation of granite veneer and capstones on wing walls and headwalls, major excavation to construct open channel sections of river, and landscaping of new and existing channel sections. To accomplish this construction will require dewatering sections of the Muddy River, earth support systems, removal of existing culverts, utility modifications, construction of new and temporary roadways and modification of existing roadways, the installation and modification of traffic signals and controllers, and the construction of a weir structure upstream of the project area. Because of the urban setting of this project, there will be significant traffic management requirements to minimize impacts on the roadways system. The contractor will also have a limited work area with very limited access. Under this contract the successful offeror will be required to provide construction of the Muddy River Flood Risk Management and Environmental Restoration Phase 1 Project located in Boston and Brookline, Massachusetts. The offeror will be evaluated on past experience in large infrastructure projects in an urban setting and must demonstrate the following experience/expertise: Design of Dewatering Systems (Control and Diversion of Water) Traffic Management in an urban area Design and Installation of Significant Earth Support Systems Pre-cast Culverts and Cast in Place Concrete Work Heavy Earth Work Installation of Drilled Shafts Modification of Sewer and Water Utilities Interested firms should submit a capabilities package to include the following: small business classification (i.e. 8(a), HUBZone, etc.) as well as qualifications and specific examples of past experience in performing the work requirements as stated above. The project examples must be relevant, having been performed within the last five years. The offer must show project examples of all of the experience/expertise listed above. However, the experience does not have to be demonstrated on one single project. Please include a Point of Contact and phone number for each project example who may be contacted for further information on contractor's effort and performance. Responses are due March 28, 2011.
