Description
Region 8 of the U.S. Environmental Protection Agency intends to issue a Request for Proposals to provide Preparedness and Prevention and Site Assessment Services. The work will be performed primarily in Region 8 (Colorado, Utah, Wyoming, Montana, North Dakota, and South Dakota); however, in special circumstances, vendors may be required to perform outside of Region 8 in support of other EPA offices. The NAICS is 541620, Environmental Consulting Services, and the small business size standard is $7.0 million. Solicitation SOL-R8-11-00002 will be issued and posted on this website on or around March 22, 2011. The solicitation has been set aside for the 8(a) competitive program. Any responsible 8(a) certified small business may submit a proposal that will be considered by the agency. Region 8 intends to award a hybrid Time and Materials/ Indefinite Delivery Indefinite Quantity Contract consisting of a 1-year base period and 4, 1-year options. The estimated award date is June 2011. Interested contractors should have the capability to provide between 7,723 and 15,000 hours of professional services annually. Potential offerors are advised that FAR 52.219-14, Limitation on Subcontracting, will apply to any award. Potential offerors are advised that if they are a current Superfund Technical Assessment and Response Team (START) contractor or subcontractor in Region 8, they will be ineligible for award of this contract because of conflict of interest concerns. Joint Venture Agreements: Joint ventures are allowable on competitive 8(a) set-asides, however, the joint venture agreement must be received by SBA prior to proposal due date and approved before award of any resulting contract. If you are contemplating a joint venture on this project, you must advise, in writing, your assigned SBA Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL OR BIDS. Description of work: The Region 8 Preparedness and Prevention Team, within the Preparedness, Assessment and Emergency Response Program provide a combination of services under chemical emergency preparedness and prevention. Varied authorities under which the Preparedness and Prevention Team works include the Comprehensive Environmental Response and Compensation and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), the Emergency Planning and Community Right-to-Know Act (EPCRA), and the Clean Air Act Amendments, (CAA) Section 112(r). Other authorities, though not specifically identified here, may also apply to work conducted by the Team, such as the Oil Pollution Act, and specific Executive Orders. These authorities delegate responsibility to the Environmental Protection Agency (EPA) to undertake certain actions with respect to preparedness for and prevention of accidental chemical releases and/or the response, investigation and reporting of chemical releases that have occurred. Chemicals may include oil, petroleum products or hazardous substances. Additionally, EPA is responsible for evaluating uncontrolled hazardous substance disposal sites and placing those considered to pose a significant threat to the public health or the environment on the National Priorities List (NPL). The contractor shall provide consistent advisory and assistance services to the Region 8 Environmental Protection Agency's Site Assessment program (SA). The contractor shall be prepared to provide scientific and technical support for EPA SA activities in furtherance of the agency's primary mission: the protection of health and the environment. The primary objective of the SA program is to obtain the data necessary to identify the priority sites posing threats to human health or the environment. The SA process begins with site discovery or notification to the EPA of a possible release of hazardous substances into the environment.
