Description
It is the intent of the Mission Installation Contracting Command (MICC) Center - Ft Eustis, VA to contract for Human Terrain Systems (HTS) for the U.S. Army Training and Doctrine Command (TRADOC), Deputy Chief of Staff for Intelligence (G-2), Ft Monroe, VA. TRADOC G-2 is an innovative, learning, and enabling enterprise that examines national security challenges, defines operational environments, challenges solutions, and expands perspectives in order to enable the human capital enterprise to select, organize, train, and equip the Army to conduct full spectrum operations today and tomorrow in accordance with the Army force generation process. This requires TRADOC G-2 to become and remain the Army's authoritative expert for current and future operational environments and security challenges. The HTS consists of the Human Terrain Teams (HTTs), Human Terrain Analysis Teams (HTATs), and Theatre Coordination Elements (TCEs). The HTTs are small deployable teams combining social scientists and analysts enabled by a MAPPING-Human Terrain (MAP-HT) Toolkit and supported 24/7 by expert researchers and subject matter experts (SMEs) through networked Reachback Research Centers (RRCs). The HTTs support commanders and staffs at the Brigade Combat Team (BCT)/Regimental Combat Team (RCT) and Division levels, providing specific local cultural knowledge. The HTTs integrate the human domain or "green layer" for commanders and staff. The HTTs' operational research provides current, accurate, and reliable data on specific social groups in the areas where the supported units are operating. This human terrain knowledge is integrated into the Common Operating Picture (COP) to improve the commander's Military Decision-Making Process (MDMP), both in planning and execution. The HTS enables a more effective rotation of forces through the creation and maintenance of a living, human terrain knowledge base. The Contractor shall provide support and services to TRADOC in the following specific areas: (1) Provide recruiting, training, and education services. (2) Formulate and integrate services to the Doctrine, Organization, Training, Material, Leadership and Education, Personnel, and Facilities (DOTMLPF) approach. (3) Establish and maintain an efficient reachback research capability in support of mission analysis and net-centric operations. (4) Have the technical skills to manage database and knowledge reposition, system integration, and analysis in support of evolving and emerging capabilities and requirements. (5) Provide operational support to include pre-deployment and deployment in field environments from within the Continental United States (CONUS) and Outside Continental United States (OCONUS) and remote locations (both CONUS and OCONUS) in support of the war-fighter, exercises, and contingency operations. Support may be conducted in a tactical field environment and require frequent tactical displacement. Support may require Contractors to travel on military ground, air, or water transportation to OCONUS locations. The Contractor shall comply with Army Regulation (AR) 715-9, Army Contractors Accompanying the Force. (6) Maintain Contractor program management to include overall management of the HTS program, projects, Contractor costs, Contractor personnel, quality control planning and execution, direction, and coordination and reviews. (7) Demonstrate flexibility in the performance of the requirement. The highly dynamic nature of the HTS mission and related perishable technologies and concepts may require some aspects of the tasks identified to be accelerated and support provided on short notice. The requirement will be solicited on an unrestricted full and open competitive basis. The Government contemplates awarding one Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with Hybrid Priced Task Orders. REMINDER: This is not a Request for Proposal; only a Presolicitation Notice. A solicitation will be issued at a later date.
