- This is a Sources Sought Notice. There is no solicitation available at this time. This Sources Sought is published for Market Research purposes only. Fort Carson Directorate of Contracting (DOC) is seeking to identify the interest of capable and responsible vendors for a Firm Fixed-Price contract. The contemplated procurement will require the contractor to conduct Athlete Warrior strength and conditioning training for military personnel in accordance with the Performance Work Statement. Responses to this sources sought notice are due no later than 4:00 pm MST, 14 March 2011. PERFORMANCE WORK STATEMENT 1.1. Scope of Work. The contractor shall provide all labor, supplies, training material, supervision, and all other items and services (not specifically identified herein to be Government-furnished), necessary to conduct strength and conditioning training focused on enhancing the physical readiness of soldiers. Training shall be focused towards optimal human performance and athletic conditioning for the Athlete Warrior program. Athlete Warrior strength and conditioning training shall be conducted for authorized Government designees (hereafter to be referred to as trainees) from the US Army, Fort Carson, Colorado. 1.2. Requirement 1.2.1. The contractor shall conduct Athlete Warrior strength and conditioning training for military personnel in accordance with the specifications and dates within the contract. The contractor shall advise on and assist in the implementation of a suitable and safe location in accordance with industry standards for the training. 1.2.2. The contractor shall coordinate with the authorized Government's representative in accordance with paragraph 13.1. for scheduling the dates and authorized trainees. 1.2.3. The contractor shall provide a one (1) week strength and conditioning program validation occurring prior to Athlete Warrior strength and conditioning implementation that will facilitate refinement of the Athlete Warrior strength and conditioning certifications. No fewer than 12 and no more than 20 trainees will attend the program validation. The validation should replicate the Athlete Warrior strength and conditioning certifications as much as practicable. 1.2.4. The contractor shall provide as many Athlete Warrior strength and conditioning certifications as required to certify no fewer than 12 and no more than 20 trainees beginning on or about 10 January 2011 and continuing until complete. Each certification will be conducted as described in 7.2.1. Additional training shall be made available on a case-by-case basis. 1.2.5. The contractor shall provide all labor, training materials, and supervision requested, not to include the deployment of trainers, to assist the unit in validating the deployment capabilities of the Athlete Warrior strength and conditioning program. Deployments shall include any and all potential locations within the Continental United States. The contractor will not directly participate in any oversees or combat deployment. 1.2.6. The contractor shall provide an additional 14 weeks of training supervision, advice, and strength and conditioning consultation per Athlete Warrior strength and conditioning certification to begin immediately upon the completion of each Athlete Warrior strength and conditioning certification. 1.2.7. Individual trainees will be responsible for any fees or charges incurred for goods and services provided outside the scope of the contract. 2. Training. The contractor shall develop a Athlete Warrior comprehensive strength and conditioning training program, that compliments the Athlete Warrior functional fitness program, to enhance operational fitness; including, but not limited to, operational skills (obstacle negotiation & movement techniques), strength, conditioning, nutrition, and wellness tailored to the individual/group mission (any and all tasks associated with an Brigade Combat Team) as appropriate, in the same fashion as sport-specific training for professional athletes. Training shall include human performance evaluation/assessment, program design, implementation, supervision, and instruction of all trainees. 2.1. The contractor shall provide individual and team trainees on a regular basis as the trainee's schedule permits. The Government anticipates this training will consist of not more than 30% classroom instruction and not less than 70% practical strength and conditioning exercise training to mastery of the skills taught. The contractor shall permit the authorized Government representative to participate in training upon request. 2.1.2. The contractor shall possess all federal, state and local licenses, registrations, insurances and certifications required for conducting strength and conditioning training. Evidence of professional education and licensing shall be furnished upon request. Trainers employed by the contractor shall possess, at a minimum, a Master's of Science degree in at least one physical fitness specialty (biomechanics, biology, exercise physiology, exercise science, etc.) and at a minimum, 10,000 hours of training strength and conditioning athletes. Contractor shall provide evidence, as requested by the Government, of prior experience conducting strength and conditioning programs with elite-level operational forces; i.e. Rangers, Special Forces, SWAT, etc. 2.1.3. Training Description. The following are the minimum required services (and brief description) for inclusion in the "Athlete Warrior" "strength and conditioning program of instruction" required to satisfy the Government's training requirement. 2.1.3.1Strength and conditioning programming theory and implementation. The trainees will be instructed on how to effectively develop and implement strength and conditioning program at their respective unit level. 2.1.3.2Strength training. Trainees shall include strength training exercises. 2.1.3.2.Conditioning training. Training shall include general conditioning and endurance exercises. 2.1.3.3.Speed training. Training shall include exercises to improve speed of movement and speed of performance related to operational tasks. 2.1.3.4Agility training. Training shall include exercises to improve agility and proprioception skills. 2.1.3.4.Flexibility training. Training shall include dynamic and static exercises to promote optimal flexibility. 3. Testing. The contract is responsible for assisting in the development of and implementation of a "Athlete Warrior" evaluation needed to satisfy the Government's evaluation requirement. Strength and conditioning skills to be evaluated during testing should be representative of the training described in paragraph 2.1.3 and should also be focused on activities that could be performed during combat operations. Testing shall be performed on all trainees prior to participating in training and not less than once every 6 months. The contractor shall permit the authorized Government representative to participate in testing of trainees upon request. 4. The contractor shall provide all labor and training materials and all other items and services (not specifically identified herein to be Government-furnished), necessary to conduct "Athlete Warrior" strength and conditioning training. The contractor shall provide a sufficient number of trainers needed for the number of trainees. 5.1. Facilities and equipment. The Government is responsible for providing any and all equipment and facilities to be used during training in the Athlete Warrior strength and conditioning program. The contractor shall incorporate the Government provided equipment into the Athlete Warrior strength and conditioning program. 6. Authorized Trainees. Trainees authorized by the Government to participate in the training will be determined by the authorized Government representative. Athlete Warrior strength and conditioning certifications will be scheduled through the authorized Government representative. 7. Trainees. 7.1. The specific number of trainees available to participate in the training program will vary due to military training requirements. The Government anticipates no less than 50 individual trainees, and no more than 70 trainees will be available to participate in "Athlete Warrior" strength and conditioning training. Anticipated participation is 12 individual trainees per certification with no more than 20 trainees per certification. The Government does not intend that all members of the unit will participate in this training, nor will all trainees continue throughout the length of the contract. 7.1.1. Training, under this contract, is intended for only the individuals referred by the authorized Government representative. The authorized Government representative will consider personnel on a case-by-case basis. 7.1.2. Individuals authorized to participate in "Athlete Warrior" strength and conditioning training shall be provided one unit of training. One unit of training shall consist of one (1) Athlete Warrior strength and conditioning certification, consisting of one (1) week of instruction, immediately followed by 14 weeks of available strength and conditioning consultation. The Government representative is responsible for coordinating the strength and conditioning consultations. 8. Proximity to Fort Carson. To minimize impact on military training, contractor shall be located within 5 miles of Fort Carson, CO prior to program implementation. 9. Limitations and scope. The following are limitations regarding the "Athlete Warrior" strength and conditioning program. 9.1. Advertising and promotional materials. The contractor shall be prohibited from using any specific references to the military unit trained in advertising and promotional materials unless otherwise specifically permitted by the Government representative. 9.2. Publication and research. The contractor shall be prohibited from using the results of Athlete Warrior evaluations and analysis from the Government's trainees to publish research unless otherwise specifically permitted by the Government representative. 9.3. Medical care. Military Surgeon and organic medical assets including physicians, physician's assistants, physical therapists, dentists, and psychologists are solely responsible for the medical care of soldiers. 10. Medical considerations. 10.1 The contractor shall be prohibited from providing medical guidance, medical care, physical therapy, rehabilitation, or other health-care related services other than nutritional counseling unless specifically approved by the military Physical Therapist. 10.2 Contractor shall be prohibited from providing referrals for strength, conditioning, or rehabilitative care for personnel that is requested from non-military providers and medical specialists to include but not limited to Spine surgeons, Orthopedic surgeons, Orthopedic Physician's Assistants, Podiatrists, Occupational Therapists, Physical Therapists, and Dietitians unless previously approved by the authorized Government representative and only on a case-by-case basis. 10.3. Contractor shall be prohibited from providing "Athletic Trainer" services unless specifically approved by the authorized Government representative on a case-by-case basis. Documentation of all pre-approved Athletic Training services shall be provided to the military Physical Therapist within 24 hours. 11. After Action Review (AAR). The contractor shall provide trainees a method of providing feedback or training evaluation throughout the duration of the Athlete Warrior strength and conditioning validation or at the direction of the Government representative. A copy of these AAR's shall be made available to the authorized Government representative upon request. 12. Deliverables. 12.1 The contractor shall provide the training in accordance with the following: 12.1.1.Provide necessary labor, supplies, training materials, and supervision necessary to certify no less than 12 and no more than 20 trainees in the Athlete Warrior strength and conditioning program, approximately. 12.1.2.Athlete Warrior strength and conditioning certifications are to include but are not limited to one (1) week of instruction in strength and conditioning theory, technique, coaching, programming, and program implementation. Immediately upon completion of the one (1) week Athlete Warrior strength and conditioning certification, the trainers will provide strength and conditioning consulting, as determined by the Government representative, for duration not to exceed 14 weeks. 12.1.3.Trainers shall be available no less than five days per week. Training days shall be available five days per week, excluding weekends and holidays. The contractor is not responsible for providing services on weekends or holidays. 12.1.4.Projected schedule. The Government requires at least a 30 day advance notification of limitations to availability of trainers. 13. Designated Government representative. 13.1 The designated Government representative for scheduling training iterations, coordinating attendance and issues, as well as, completion of the AAR(s) shall be the designated Military Medical Officer (MEDO). The Medical Officer will act on behalf of the Military Surgeon and subordinate unit medical providers (Battalion surgeons) in all matters regarding implementation of the Athlete Warrior program. The government will assign a Contracting Officer Representative (COR) to oversee this contract. The Government will furnish the contractor with the name of the COR after contract award. The Government intends to evaluate offers and select the awardee utilizing the best value source selection procedures described in the Federal Acquisition Regulation (FAR Part 15.3). A single award is anticipated using lowest price technically accepted method. In responding to this sources sought, please indicate the following at a minimum: (1) your interest as a prime contractor, teaming partner, joint venture and how much of the work will be performed by your own workforce (i.e. 15, 25, 50%), and indicate (2) all of the socio-economic categories applicable to your business, (i.e. 8(a), Service-Disabled Veteran-Owned, and/or HUBZone certified, large, or small). (3) average annual revenue for past 3 years and number of employees. (4)Brief description of your firm's past experience in conducting strength and conditioning programs, and (5) company information (name, point of contact phone number/email). Submit this information to the Contract Specialist listed below via e-mail. No phone calls expressing interest will be accepted. It is not enough to merely register as an interested vendor on this website for this procurement. You must contact the Contract Specialist to express your interest. Release of a combined synopsis/solicitation of the requirement is anticipated in April 2011. Interested offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package.
