- Source Qualification Statement for F16 Single Seat Canopy Actuator. This Sources Sought is NOT a request for competitive proposals and does not constitute a commitment, implied or otherwise, that procurement will be accomplished. This is NOT a request for proposal or invitation for bid. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government assumes no responsibility for costs incurred by the contractor in responding to this Sources Sought. These costs remain solely the responsibility of the responding contractor and response is voluntary. The 416 SCMS is conducting efforts to repair the Meggitt F-16 Single Seat Canopy actuator NSN 1680-01-505-0663. Meggitt Safety Systems was selected by the 416th Supply Chain Management Squadron as the qualified supplier for the F-16 single place canopy actuator. A 2008 risk assessment determined an undesirable risk existed for free falling canopies. The Meggitt canopy actuator was designed to eliminate this risk and replace the past canopy actuators that have not met critical safety requirements. The Meggitt actuator was determined to conform to the mission's Operational, Suitability, Safety, and Effectiveness requirements for the weapon system. Meggitt Safety Systems is currently the only qualified source. The Meggitt actuator is a custom designed and manufactured asset that is used only on single seat F-16s. Meggitt owns the proprietary data needed to repair the Meggitt actuators. However, any companies that feel they have the capability to repair this asset are welcome to contact F-16 engineering and pursue qualification. Source qualification will take at least two years and IAW FAR 9.202(e), future contract award will not be delayed for demonstration by a contactor to meet the standards specified in the QR. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information; point of contact, address, telephone and fax numbers, email address, duns number, cage code and/or tax ID number, as well as size category (large, small, small disadvantaged, etc), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. Provide any supporting information such as catalogues, manuals, etc. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well. Responses to this Notice are due on or before 7 April 2011. Parties interested in repairing the F-16 Single Seat Canopy Actuator will be required to become a qualified source, in accordance with the attached Source Qualification Statement (SQS).
