Please note the following changes/additions to the Presolicitation Notice below: *Anticipated release date of final Request for Proposal (RFP); *Use of the Army Single Face to Industry (ASFI) for retrieving updates and submitting proposals relating to the WEBS solicitation. ASFI will be used instead of the ACC-APG (C4ISR) Interactive Business Opportunities Page (IBOP). Army Contracting Command - Aberdeen Proving Ground (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) (ACC - APG (C4ISR)) intends to solicit and award an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract, with Cost Plus Fixed Fee (CPFF) and Firm-Fixed-Price (FFP) task orders for a period of five (5) years for the Warrior Enabling Broad Sensor (WEBS) services contract. This WEBS acquisition will provide sensor technology engineering, administrative and operations support and services for night vision and electronic sensors systems for the Communications-Electronics Research, Development and Engineering Center's (CERDEC's) Night Vision and Electronic Sensors Directorate (NVESD) and any successor organization that may evolve its elements at other locations, as well as customers developing intelligence and information warfare systems and working within the intelligence community. The support services to be acquired include sensor technology engineering, administrative and operations support, such as field technology assistance, test and evaluation, and engineering support and services for night vision and electronic sensors systems. The Government reserves the right to make multiple awards. Awards will be made based on the best overall (i.e., best value) proposals that are determined to be the most beneficial to the Government. Specifications of performance, delivery and location will be provided on a Task Order basis. Any interested offerors are invited to access the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi?ASFI_FAQ.cfm for updated schedules, including the anticipated solicitation release date as well as the anticipated award date. This acquisition is set aside for small business. The North American Industry Classification Systems code (NAICS) for this effort is 541712, which has a small business size standard of 500 employees. Upon accessing ASFI, look for the tab entitled "ASFI for Industry". Under the "ASFI for Industry" tab you will be able to do the following: check for business opportunities by clicking on the "Contract Opportunities Search" link, receive notifications by clicking on the "Vendor Notification Service" link. Interested offerors cannot submit responses via the "Vendor Bid History"; interested offerors can only view high-level information regarding the response. No registration is needed for the interested offeror to browse for business opportunities. The interested offeror would need to provide their company's Commercial and Government Entity (CAGE) code and e-mail address in order to receive notifications relating to specific opportunities. The interested offer must provide the CAGE Code and Marketing Partner Identification Number (MPIN) in order to submit a response to an opportunity. The interested offeror's company must have a current registration in the Central Contractor Register (CCR) in order to submit bids/proposals on ASFI. Please be advised that hard copies of the solicitation will not be made available; solicitation documents must be downloaded from the ASFI. Instructions on how to use ASFI (receiving notifications, submitting and uploading bids or proposals, formatting and system requirements, etc.) are provided at https://acquisition.army.mil/asfi?ASFI_FAQ.cfm. A DRAFT Solicitation was posted to the ACC-APG (C4ISR) Interactive Business Opportunities Page (IBOP), https://abop.monmouth.army.mil, on Friday, 12 November 2010. The Government anticipates that the issuance of the FINAL Request for Proposal (RFP) for W15P7T-10-R-P601 will be on or about 7 April 2011.
