- Request for Information (RFI) Request for Information (RFI) The U.S. Environmental Protection Agency (EPA) is issuing this Request for Information (RFI) for the future solicitation of Environmental Services Assistance Team (ESAT) Support Contracts. This RFI is being issued to: 1. Gather industry input on the attached draft Statement of Work (SOW) 2. Request information on any changes in industry that the Government should consider to achieve direct cost savings 3. Request information on possible contract pricing considerations 4. Request information on other possible contract changes 5. Inform prospective offerors of the general acquisition timeline Disclaimer This RFI is for planning purposes only and is not a Request for Proposals (RFP), Invitation for Bid (IFB) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. If a solicitation is released, it will be via FedBizOpps (http://www.fedbizopps.gov). It is the responsibility of the potential offerors to monitor the website for any information that may pertain to this RFI or a future solicitation. The information provided in this RFI is subject to change and is not binding on the Government. Description of Information Requested The Government requests that you read through this RFI and the attached draft SOW and provide thoughtful responses to the questions below. Responses to this RFI may be evaluated by Government technical experts drawn from staff within EPA and/or by selected support contractor personnel. Support contractors will be bound by appropriate non-disclosure agreements to protect proprietary and source selection information. Proprietary information, if any, should be minimized and must be clearly marked. Responders are encouraged to avoid use of excessive marketing lexicon, submission of fancy brochures and other unnecessary sales literature, and product puffery. What Should Be Included in Your Response ● Do submit succinct, thoughtful responses to the questions listed in this RFI. ● Do submit comments that address the Government's requirements, assumptions, conditions, or contemplated approaches to this future acquisition. ● Do submit information and suggestions that may encourage new, different or innovative approaches that would result in direct cost savings to the Government. What Should Not Be Included in Your Response ● Do not submit proposals or offers. ● Do not submit capability statements, white papers, or other company marketing materials. ● Do not submit past performance information or general descriptions of corporate experience. ● Do not submit requests to be considered for award or to be notified of a future solicitation. ● Do not submit requests to be added to a mailing or distribution list. ● Do not submit questions or comments not related to this RFI. ● Do not respond via telephone. How to Respond Please submit your response to this RFI via email to vanbuskirk.jared@epa.gov with the words "ESAT RFI Response" in the email subject line. The closing time for responses is 4:00 P.M. ET on March 24, 2011. Due to server limitations, please limit the size of each email to no more than 2MB. Telephonic and mail/courier responses will not be accepted.
