- The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to support the Assistant Chief of Staff (AC/S) G3/5 for the Deputy Commandant (DC) of Combat Development & Integration (CD&I) activities regarding the development and assessment of Marine Corps, Naval, and Joint Concepts, future operational plans, scenarios, concepts of operation, guidance for development of Marine Corps capabilities. The Regional Contracting Office-National Capital Region (RCO-NCR) is requesting responses from all concerns. The qualifying code for this effort is NAICS 541611. The Assistant Chief of Staff (AC/S) G3/5 for the Deputy Commandant (DC) of CD&I develops the operational view of how the Marine Corps operates and supports the Joint Force. This mission includes developing concepts, operational plans, scenarios, concepts of operation, assessments, and guidance in support of force development. Objectives for the requirement include services in support of: (1) Developing Marine Corps, Joint, and Naval concepts; (2) future operational scenarios and plans; (3) providing operational research and analysis to assess concepts of operations, force structure, and shipbuilding; (4) campaign modeling and analysis in support of the Joint Support for Strategic Analysis (SSA) process; and (5) developing seminars to support writing and planning efforts; and writing speeches, articles, and information papers. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives of CVIC; (2) Citation of any current, or past customers (i.e., within the past 2 years) to include contract number, point of contact, telephone number or e-mail address; (3) Current commercial price listing showing labor categories and hourly pricing; and (4) other material relevant to establishing core competencies of the firm. Response is due by 2:00 PM EST on Monday, 21 March 2011. Please submit e-mail responses to Wanda Wichmann at e-mail address Wanda.Wichmann@usmc.mil. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation documents exist at this time. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
