Description
DEPARTMENT OF VETERANS AFFAIRS (VA) SEEKING EXPRESSIONS OF INTEREST TO ACQUIRE A BULDING FOR ADMINISTRATIVE/BUSINESS OFFICE The Department of Veterans Affairs (VA) seeks to purchase a 50,000 75,000 net-usable-square-foot-facility for the use as an administrative/business office within the Delineated Area as further described below. VA will also consider acceptance of a donated site. Special consideration will be given for buildings in close proximity to either the VA Menlo Park or VA Palo Alto campuses; and sites in close proximity to public transportation. To be considered, the site must be within the following geographic boundaries: Delineated Area: To be considered, offered property must be located within the following Delineated Area inclusive of the areas beginning at the intersection of Bowers Avenue and El Camino Real in the City of Santa Clara, continuing north on El Camino Real (California State Highway 82) to California State Highway 85, continuing south on Highway 85 to Interstate 280, continuing north along Interstate 280 to the California State Highway 92 intersection, continuing East to the San Francisco Bay, continuing South along the San Francisco Bay Shoreline to the Alviso Slough, continuing South along the Alviso Slough to Gold Street, continuing south along Gold Street, continuing south along the Great America Parkway to California Highway 101 where Great America Parkway becomes Bowers Avenue, continuing along Bowers Avenue south to El Camino Real. Buildings within one (1) mile outside all boundaries, may also be considered. Note that VA reserves the right to amend the delineated area and/or site requirements as needed. EXPRESSIONS OF INTEREST SHOULD INCLUDE THE FOLLOWING INFORMATION, AS KNOWN OR AVAILABLE. PLEASE NOTE THAT TIME IS OF THE ESSENCE SO PLEASE PROVIDE AS MUCH INFORMATION AS POSSIBLE TO ENABLE VA TO EVALUATE YOUR SITE(S). VA RESERVES THE RIGHT TO ELIMINATE A SITE THAT FAILS TO PROVIDE SUFFICIENT INFORMATION. 1.Building location, address, legal description and land use. 2.Size of building (square footage) and amount (or range) of usable acreage offered. Also, please specify slab-to-slab height. 3.If a multi-story building is offered, a minimum of two (2) elevators must be provided. 4.Site plan, survey and/or plat map of the site indicating the location of the building offered and identification of parking for VA s use. A block or floor plan, reasonably depicting as built interior construction. Include any grading, drainage or sewer plans that have been or will be completed in the future. 5.Distance to other area amenities that support VA employee business needs; as well as, the distance to the Menlo park and Palo Alto VA campuses. 6.Identification of nearby amenities (i.e. eateries, retail, entertainment). 7.Distance to public transportation (bus lines, street-car, light rail and commuter lines). 8.Site aerials/renderings photos, graphics, and location map. 9.Describe any future development affecting the site including neighboring projects and road/public utility line construction. 10.Specific information on site ownership and any known title issues, defects, deed restrictions and encumbrances. PLEASE PROVIDE BRIEF EXPLANATIONS/CLARIFICATIONS TO THE FOLLOWING ISSUES: 1.Whether the building(s) can satisfy a Life Performance Safety Standard of RP-6 or VA s seismic standard of H18-8 . 2.Provide evidence that the site offered is outside the 100 year flood zone. 3.Confirm that ownership currently owns and controls the building. State whether ownership has title to property, is under contract, retains an option to purchase, etc. Offeror and/or firm submitting Expressions of Interest should state its relationship to the site (for example, owner, broker, legal representative, etc.). If Offeror is not legal owner of the site, please provide documentation from owner that clearly demonstrates authorization to offer the site. VA staff will conduct a market survey of offered sites that meet the government s specific evaluation criteria. Interested offerors (owners, brokers, or their legal representatives) should submit one (1) electronic copy of information and one (1) hardcopy of information concerning the property to below, by mail, fax, or email not later than 4:00 p.m. EST on Friday, March 25, 2011.
