Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is issued as a Request for Proposal. The Aviation Applied Technology Directorate (AATD) of the US Army Research, Development and Engineering Command proposes to procure a state of the art gunfire system to conduct testing for helicopter vulnerability reduction testing. The gunfire system must be mountable on a pan and tilt type base and be capable of remote triggering. The system must have multiple barrels to allow different calibers to be tested with one receiver mechanism and be forklift transportable. The solicitation document and incorporated provisions and clauses are those in effect through FAC 05-48. The gunfire system will include two receiver assemblies, one receiver base and interchangeable barrels (see table 1). The receiver must serve as a breech/chamber mechanism for multiple calibers, and be able to change and secure barrels for cartridges ranging from 5.45mm to 12.7mm and optionally 14.5mm. Since the gun system is remotely triggered through a custom solenoid mechanism, the UR assembly shall fire the projectiles through a solenoid adaptable type striker arrangement and be capable of withstanding the maximum proof testing pressures for all specified calibers. The UR must be finished in a manner to withstand outdoor weather conditions, including humidity and light rain. The universal receiver (UR) base assembly must be able to hold the universal base and selected barrel assembly securely during the firing process and must be capable of mounting weights to allow for stable operation of the gun system through the range of calibers. A recoil absorption feature shall be incorporated to minimize the shot-to-shot movement of the base. The base must be able to pan and tilt the gun system and be readily moveable. The base must be finished in a manner to withstand outdoor weather conditions, including humidity and light rain. Two types of barrels are specified: Rifled velocity barrels and smoothbore projectile tumbling barrels. All barrels are to be manufactured using steel suitable for high quality rifle barrels and should be finished in a manner to withstand outdoor weather conditions, including humidity and light rain. The tumble type barrels are to be smoothbore with a 60 degree vertical slant milled through the bore centerline on the muzzle end of the barrel for all 5.45, 5.56 and 7.62 cartridges. Twelve point 7mm and 14.5mm tumble barrels are to have a 30 degree slant milled in, similar to the smaller cartridges. All barrels must fit the universal receiver and have a key as to align the barrels in a manner to ensure the tumble slant is vertical. A single firm-fixed price contract is anticipated. Delivery is intended for the Aviation Applied Technology Directorate, Fort Eustis, Virginia within 5 months of contract award. Shipping, crating and estimated delivery time shall be clearly stated in the proposal. Inspection/Acceptance is Aviation Applied Technology Directorate Bldg 401 Lee Blvd., Fort Eustis, VA 23604. This procurement will be solicited, evaluated, and awarded using FAR Part 12 - Acquisition of Commercial Services procedures. This requirement is under NAICS code 336411. Specifications, plans, or drawings relating to this procurement described are not available and cannot be furnished by the Government. Interested parties may identify their interest and capability by responding to this requirement and submitting a quote. Existing product literature generally available in industry should be submitted with your quote. All responsible sources that submit an offer will be considered. It is the intent to award to the contractor that provides the technically acceptable, lowest priced gunfire system. A solicitation document is not available.
