- Technical Evaluation Criteria, under RFP NHLBI-CSB-EB-2011-118-RP Statement of Work, under RFP NHLBI-CSB-EB-2011-118-RP The National Heart, Lung, and Blood Institute (NHLBI), on behalf of the National Institute of Biomedical Imaging and Bioengineering (NIBIB), propose to procure a vendor capable of providing medical research expertise. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; and the NHLBI does not intend to issue a separate written solicitation. The solicitation includes all applicable provisions and clauses in effect through FAC 2005-48 (JAN 31, 2011). The acquisition will be made pursuant to the authority in FAR PART 13 - Simplified Acquisition Procedures. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Price 2. Personnel Qualifications 3. Technical Approach The procurement is being conducted on a competitive, restricted basis, as Total Small Business Set-Aside. The applicable North American Industry Classification System (NAICS) code applicable is 541690, and the associated small business standard is $7 million. It is anticipated that a time and materials contract will be awarded. The FOB terms are "Destination" and payment is Net 30. FAR provisions and clauses that apply to this acquisition are: FAR 52.212-1, Instructions to Offerors - Commercial Items (JUN 2008); FAR 52.213-3; Offeror Representations and Certifications - Commercial Items (AUG 2009); FAR 52.204-6; DUNS Number Addendum (APR 2008); FAR 52.212-4; Contract Terms and Conditions - Commercial Items (MAR 2009); FAR 52.212-4, Addendum to Clause for Year 2000 Compliance (JUL 2007); FAR 52.212-5, Contract Terms and Conditions Required To Implement Statues or Executive Orders - Commercial Items (APR 2010) is included with the following additional clauses: FAR 52.203-6, Restrictions on Subcontractor Sales to the Government (SEP 2006), with Alternate I (OCT 1995); FAR 52.219-6, Notice of Total Small Business Set-Aside (JUN 2003); FAR 52.222-26, Equal Opportunity (MAR 2007); and FAR 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration (OCT 2003). Submissions of proposals are due by Tuesday, March 17, 2011, 5:00 pm (Eastern) to Rieka Plugge at rieka.plugge@nih.gov.
