Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Native Intelligence Inc. to revise and update a proprietary web-based safety training program. A sources sought notice was posted to FedBizOpps on February 22, 2011 and closed on March 4, 2011. No viable responses were received. The NOAA Safety and Environmental Compliance office requires the existing NOAA Safety and Environmental Awareness web-based training program, developed in 2002, to be revised. The web-based training includes 21 modules on Environmental Compliance Awareness, Risk Management, Accident Investigations, Driving Safety, Diving Safety, Small Boats Safety, Aviation Safety, Radiation Safety, and Sustainability. The existing language, references and links, shall be updated with the current provided information. Appropriate graphics shall be updated to reflect the use of the NOAA safety mascot, "Safety Seagull." The sixty-three question quiz shall be updated in its entirety with new government-provided questions, one of which to be designed to use analytical assessment on the part of the user. All NOAA employees and contractors will be required to complete this on-line training program. The revised program shall continue to be linked to the existing tracking system to ensure compliance by all NOAA employees and contractors, and reside on the Native Intelligence (NI) server. Awarding to Native Intelligence Inc. meets the government's needs and is the most cost effective action. Awarding to different vendor would require extensive start up and development costs for a new web-based safety program.
