- THIS IS A SMALL BUSINESS SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS The Department of Veterans Affairs is conducting a MARKET SURVEY to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Small business concerns should be capable of furnishing all labor, supervision, and parts, to include all test equipment necessary to maintain the listed equipment in proper operational condition according to manufacturer's specifications. The contractor shall perform four (4) preventive maintenance (PM) inspections a year at three month intervals. The PM will be performed on the entire unit, excluding the generator which will be inspected one (1) time per year. The NAICS code is 541380 DESCRIPTION OF THE REQUIREMENT: RECORD AND LABELING OF 15KV DISTRIBUTION SYSTEM LOCATED AT CENTRAL ALABAMA VETERANS HEALTH CARE SYSTEM (CAVHCS) EAST CAMPUS, TUSKEGEE, ALABAMA. The contractor shall provide: 1.Create draft Layout Drawing using Auto-Cad 10 or higher with new Man Hole/S&C switch label convention. 2.Create draft Single Line Diagram using Auto-Cad 10 with new cable/circuit convention. 3.Onsite Visit a.Locate underground 15kv distribution i.One circuit de-energized at a time. 1.Attach a tone generated cable locator to trace cables through duct banks. 2.Work to be performed after working hours/Weekday. 3.Attach temporary labels at all transformers and switches. ii.De-energizing all circuits located in individual manholes (this is done for safety of persons entering manholes). 1.Survey manhole recording entrances and exits of all cables. Attach temporary labels. 2.Work to be performed on weekend/daytime. 4.Produce As-Built Layout drawings and Single Line diagrams. 5.Perform Short Circuit/Coordination study. 6.Return onsite visit a.Attach arc flash labels. b.Set relays using Coordination Study. c.Attach all permanent labels to transformers, switches and cables. QUALIFICATIONS OF CONTRACTORS: A.Contractors shall be certified by the International Electrical Testing Association (NETA) as NETA Certified Technician, and completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. B.Contractors shall have technical trainings, and track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution System and its components in healthcare, industrial, educational, and commercial facilities for a minimum of three (3) continuous years. C.Contractors shall have safety trainings - either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S - Electrical, and the NFPA 70E - Standard for Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to work. D.If no training certifications are available, the contractor shall submit written documentation that certifies that he/she has met these requirements, and supported with past performance references, and submit it to the VA Contracting Officer for evaluation and prior to work. E.Contractors shall have ready access to the latest versions of the following references: 1)NFPA 70, National Electrical Code. 2)NFPA 70B, Recommended Practice for Electrical Equipment Maintenance. 3)NFPA 70E, Standard for Electrical Safety for the Workplace. 4)NFPA 110, Standard for Emergency and Standby Power System. 5)OSHA Standard 29 CFR 1910, Subparts I & S. 6)International Electrical Testing Association, Inc. (NETA) - Maintenance and Testing Specifications. 7)Operating /Maintenance manuals and specifications of the electrical equipment to be maintained and tested. These documents may be obtained from the VHA Medical Center, or the equipment manufacturers. E.Contractors shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E.
