- Hospital O&M J&A This action is to extend Bridge Contract W91QVN-10-D-0024, in accordance with the Bridge Contract's 52.217-8 extension services clause, to continue services for USAMEDDAC-K Operation and Maintenance Services for all medical facilities located Korea-wide originally awarded under Contract W91QVN-10-D-0024. This extension will be for two (2) months, from 2 March 2011 through 1 May 2011. The need for Hospital Operation and Maintenance services is critical to ensure continued required Joint Commission Accreditation of Healthcare Organizations (JCAHO) certification and the ability of USFK to meet all medical mission requirements. USFK medical facilities serviced by the incumbent contractor provides the medical needs to all active duty service members and families, retirees, U.S. civilian government and contractor employees stationed in Korea. The Bridge Contract extension is needed to continue critical operations and maintenance services and to facilitate adequate time to award the follow-on contract. The delay in the award of the follow-on Hospital O&M contract is caused by recent changes in USAMEDDAC-K service requirements to include the move to in-source key positions currently occupied by contractor personnel and the issuance of the recent AT&L directive, Better Buying Power: Guidance for Obtaining Greater Efficiency and Productivity in Defense Spending released September 14, 2010 which requires increased acquisition lead time to promote competition. Despite the release of the new solicitation with a 30 day response time, multiple amendments were issued which extended the closing date of the solicitation. The result of the extended closing date was that the award date for the new contract was pushed out beyond the current extension end date of 01 March 2011 requiring a final two month extension under FAR 52.217-8 from 02 March 2011 - 01 May 2011. The total cost of the Bridge Contract extension for the two month period of performance is $760,506.28.
