THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposal. There will not be a solicitation issued at this time. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 18 has a requirement for on-going Industrial Hygienist services for facilities construction, alterations, and repair of buildings, structures and other real property at the Phoenix VA Health Care System (PVAHCS) Phoenix AZ, West Texas VA Health Care System (WTVAHCS) Big Spring TX, Northern Arizona VA Health Care System (NAVAHCS) Prescott AZ, New Mexico VA Health Care System (NMVAHCS) Albuquerque NM, and El Paso VA Health Care System (EPVAHCS) El Paso TX. The intent of the project is to award Indefinite-Delivery Indefinite-Quantity (IDIQ) Contracts to include the following areas: Phoenix VA Health Care System (PVAHCS) Phoenix AZ, West Texas VA Health Care System (WTVAHCS) Big Spring TX, Northern Arizona VA Health Care System (NAVAHCS) Prescott AZ, New Mexico VA Health Care System (NMVAHCS) Albuquerque NM, and El Paso VA Health Care System (EPVAHCS) El Paso TX. The project will consist of providing Industrial Hygiene Quality Assurance oversight (third-party) as the Government's independent VA Professional Certified Industrial Hygienist (VPCIH). The VPCIH will evaluate the general Contractor's removal of asbestos containing materials (ACM) and/or lead paint containing materials. The applicable NAICS code that may be included, but is not limited to, is 541620 Environmental Consulting Services, with a size standard of $7.0 million. All contract work will be completed through individual task orders awarded for individual projects between the five locations. These task orders will be competed amongst the IDIQ awardees. The term of the IDIQ Contract will be a one (1)-year Base Period from date of award, with four (4) one (1) year options to extend. Each task order will have its own completion date established. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) capable of performing the requirements to warrant a solicitation set-aside. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and be Center for Veteran Enterprises (CVE) Verified. Note: Offerors shall provide proof of registration in the VA Vet Biz website with CVE verification or initiation of registration prior to submission of offers to solicitation. Registration may be accomplished at http://www.vip.vetbiz.gov/. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) Company name, address, point of contact with phone number, DUNS number and type of business (SDVOSB or VOSB); and (2) Identify which location in which they would intend to perform ((PVAHCS) Phoenix AZ, (WTVAHCS) Big Spring TX, (NAVAHCS) Prescott AZ, (NMVAHCS) Albuquerque NM, and/or (EPVAHCS) El Paso TX)). The response date to this Sources Sought notice is 06 April 2011 at 3:00 pm Arizona time. This market research is for informational and planning purposes only to determine if a SDVOSB or VOSB set-aside is appropriate. The Government will not pay any costs for responses submitted.
