- Mod 001. In reference to the published Sources Sought Notice for VA-259-11-RP-0139, Water Conservation Project, dated February 28, 2011, the notice is modified to reflect the following change: Add to the text of the Sources Sought Notice: "This acquisition is reserved exclusively for small business concerns as a Total Small Business Set-Aside". The notice now reads: SOURCES SOUGHT NOTICE. VA-259-11-RP-0139, Water Conservation. The VA Montana Healthcare System, Fort Harrison, Montana is seeking the services of a qualified Architectural Engineering (A/E) firm to provide design services facilitating the renovation of lavatories in Building 141 as well as the design of water reclaim / heat recovery system to serve the facility laundry plant. The selected firm shall provide all technical services necessary to include architectural, mechanical, structural, and electrical for design and development of project drawings and specifications. The project scope is to provide project documents to renovate lavatories in Building 141 as well as the design of water reclaim / heat recovery system to serve the facility laundry plant. A/E firm will edit Department of Veterans Affairs (DVA) specs accordingly for project requirements. Site location is 3687 Veterans Dr., Fort Harrison, Montana. The estimated construction range is between $500,000 and $1,000,000. Selection criteria are as follows in descending order of importance; (1) Qualifications of the A/E in-house design team and any proposed consultants. (2) Previous Experience of the A/E in the design of projects involving lavatory renovations in existing spaces to provide accessibility, and design experience involving industrial water reclaim or heat recovery systems. (3) Previous experience of the A/E and proposed consultants in the performance of government contracts. (4) Geographic location of the firm within a 250 mile radius of Ft. Harrison, MT. The firm must be a registered designer in the State of Montana. (5) Ability of the A/E firm to effectively complete the design within the constraints of the proposed schedule. (6) Ability of the A/E firm to provide a reasonably accurate construction cost estimate at various phases of design. (7) Reputation of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. All interested firms are required to submit three (3) copies of recently completed Standard Form (SF) 330, Architect-Engineer Qualifications binders to the Contracting Officer (CO) shown below no later than 3:00 p.m. (MST), Thursday, March 31, 2011. Only SF 330's received at the address shown below will be considered for award. Solicitation VA-259-11-RP-0139 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. This acquisition is reserved exclusively for small business concerns as a Total Small Business Set-Aside. NAICS Code 541310 is applicable to this acquisition and the small business size standard is $4.5 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
