- Request for Information Veterans Health Administration Group Decision Support System 3/7/2011 INTRODUCTION This Request for Information (RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligations on the part of the Department of Veterans Affairs (VA). The purpose of this RFI is to identify qualified quoters who are able to meet the VA's requirements. The Department of Veterans Affairs (VA) Veterans Health Administration Program Contracting Activity - Central (VHA PCAC) is seeking potential sources to support the Veterans Health Administration (VHA)/ Office of Health Information (OHI) Health Care Information Management (HCIM). BACKGROUND The Secretary's Major Initiative #16, "Transforming Health Care DeliveryThrough Health Informatics" (T16) is a foundational component for VA's transition from a medical model to a patient-centered model of care. It requires cultural, informational, and technological paradigm shifts to implement a sophisticated electronic health management platform supporting cognition, communication, and workflow of patients and clinicians while assuring compatibility with other non-VA systems and partners. The major intended outcomes are: Improve quality and accessibility of health care to Veterans while optimizing value; Build a sustainable collaborative approach, capacity, and tools to deliver informatics solutions to transform health care delivery to Veterans; Regain and continue industry leadership in the use of health informatics. Conducting this initiative clearly requires significant collaborative managed input collection, consensus development, and decision making. The acquisition requested provides tools that directly support those processes. REQUIREMENTS - Group Decision Support System: "Required general attributes oAvailability as a hosted "Software as a Service" capability. oLicense renewable on an annual basis; license level capable of being adjusted upwards given availability of appropriate funding. Availability through GSA schedule highly desirable to minimize acquisition complexity. oSoftware / functionality must be securely accessible through SSL-encrypted (Secure Sockets Layer) connections from any computer with Internet access and a currently supported web browser (released since 2006). oFunctionality required must be provided by the application itself, without requirements for external applications or third-party tools. oSupport for both synchronous (participants active at the same time) and asynchronous (participants active independently over an extended time frame) sessions. oSession context and content updates must be immediately reflected across client workstations. Updates between clients must require no action by the client, e.g. no screen refresh required. oProduct / service must support multiple simultaneous participants (minimum 50 simultaneous participants). oProduct / service must support multiple simultaneous leaders (minimum 2 simultaneous leaders / co-leaders). "Required decision support functionality: oReal-time, on-the-fly, creation/modification of session agenda oReal-time brainstorming, idea organization, and topic commenting oVoting and analysis tools supporting: "Multiple criteria types (low/medium/high, yes/no, numeric, sliding scale, agreement, point scale) "Weighting (Min and Max) "Average, Mean, Totals "Standard deviation "Instant display of results with numerical data. "On-the-fly analysis of results oDocument sharing and collaboration. "Required session administration and access control functionality: oAsynchronous and synchronous session control. Leaders should at any time be able to enable/disable access to the session for participants. oIn-tool generation and transmission of invitations to participants via e-mail. oSession controls permitting the session leader to move participants instantly in and out of follow the leader mode, parking lot mode, and participant self-navigation mode oAutomated export of session report / products to Word and Excel. oGranular permission controls that enable the session leader to have complete control over the participant experience in the session. This includes: "Session level permissions (view only, add/edit/delete own, add/edit/delete others, modify the session) "Activity level permissions (view only, add/edit/delete own, add/edit/delete others, modify the session) oCapability to create and manage session templates. Period of Performance: 1 year (with renewable options) SUBMITTAL INFORMATION In response to the RFI, interested contractors shall submit the following information no later than 9:00 AM EST on Tuesday, March 22, 2011 Capabilities/Qualifications - Provide the following information for each functional area listed in the "REQUIREMENTS" section above. PLEASE LIMIT YOUR DOCUMENT TO 5TOTAL PAGES "Description of the capabilities/qualifications/skills your company possesses to perform task orders under each functional area. "Resumes of key personnel for each functional area (one person may be listed as key personnel for more than one functional area).
