CLOSING DATE/TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 03/31/2011 (6 p.m. Almaty Time) 4. POSITION TITLE: USPSC DLI Program and Training Coordinator 5. MARKET VALUE: $71,674-$93,175 per annum (GS-13 equivalent) with 25% Post Differential (currently) 6. PERIOD OF PERFORMANCE: Two years (extension optional) 7. PLACE OF PERFORMANCE: USAID/CENTRAL ASIAN REPUBLICS, Almaty, Kazakhstan 8. JOB DESCRIPTION: A) Background USAID/CAR has been identified as a mission key training site for the Development Leadership Initiative junior officers joining the Agency. To date, sixteen DLI officers have been assigned to the Mission. Additionally, USAID/CAR is a Regional Training Center for the area, and its five Central Asian countries of responsibility - Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The USAID/CAR mission is currently comprised of 234 total staff, with 183 based in the regional office in Almaty, Kazakhstan. The remaining 51 populate our four country offices. We work as a regional mission with a regional approach tailored to each country's specific development challenges, and employees have an opportunity to both apply and gain a variety of knowledge during their tenure through formal and on-the-job training opportunities. Managing and coordinating the regional training budget, plan and authorizations is a significant task, currently managed by the USAID/CAR training committee. The Mission's training committee is staffed by one USDH and one FSN from the Almaty technical offices, one USDH and one FSN from the support offices, one US staff member and one FSN from the country (non-Almaty) offices, the Regional Deputy Mission Director and is chaired by the S/EXO. One of the Front Office's priorities for the region is to enhance the Mission's understanding and approach to "staff development." All supervisors are required to stretch themselves and their staff as we move towards strengthening our regional teams over the next two years. In addition, the DLI training and mentoring program of this magnitude requires similar dedicated coordination and support to ensure that training plans are developed in light of regional and other training opportunities; that an effective mentorship program is implemented; that space and logistical requirements are met to provide a supportive work environment for the junior officers; and that all other logistical and training needs are met for the DLI program in Central Asia. The Coordinator will also play an important role as the DLI Junior Officer counselor - the in-house expert designated to provide guidance on training, rotation schedules and mentoring to first tour officers. B) BASIC FUNCTION OF THE POSITION: The Mission DLI Program and Training Coordinator for USAID/CAR will (a) serve as the lead on all activities related to the DLI program in all five countries; and (b) coordinate and manage all training events (both formal, informal, and on-the-job training activities) for the five USAID/CAR countries in close cooperation with and as an advisor to the USAID/CAR training committee. This position will be located in USAID/CAR Almaty and will provide Mission-wide support for all offices. The specific duties of the DLI Program and Training Coordinator will include but are not limited to the following. C) MAJOR DUTIES AND RESPONSIBILITIES 1) The DLI Program and Training Coordinator will work with the Supervisory Executive Officer (S/EXO) to oversee all facets of DLI and training administrative management: - Facilitate the preparation of the DLI junior officer Memoranda of Understanding for all assignments to post. - Oversee the submission of all NSDD 38 clearances and approvals, in consultation with the S/EXO, the USAID/CAR Front Office, and the Post Management Officers. - Plan and carry out a DLI orientation for all new DLIs coming to the office---including basic information related to payroll, WebTA, etc.-in coordination with HR and Controller's office. - Analyze available space accommodation at the Mission in terms of additional DLIs assigned to CAR, as well as the space needed for regional training and TDYs for DLIs throughout Central Asia. Provide recommendations for training and office areas for regional DLI staff when on training or other TDY at the USAID/CAR Mission. - Develop and oversee logistics related to assignments, working with management services to determine necessary procurement of office furnishings, computer equipment and peripherals, installation hardware, etc. 2) The DLI Program and Training Coordinator will work with the S/EXO on the USAID/CAR training committee to: - Organize, coordinate, manage ensure the implementation of formal classroom training events held in the USAID/CAR training facility. - Design, implement and oversee professional development plans for local staff and new hires (including DLIs) - Manage and oversee the orientation and one-on-one mentoring program for all new hires (both USDH, USPSC and FSN). - Work with the FSN Senior Advisory Council (SAC) to establish a regional "Surge Roster" of technical and support staff in Almaty and in the country offices. This roster reflects the mission's commitment to better use of FSN expertise, including their serving as mentors for new staff (DLIs in particular). Managing this process will be executed with an eye to making better use of FSN staff throughout the region to provide for temporary coverage, cross-training and broader usage of their expertise. - Serve on the USAID/CAR training committee as the training coordinator for the committee to provide logistical support, generate and distributing reports and develop a system for scheduling follow-up assignments and other Agency requirements under the professional development policies. - Serve as the advisor and objective counselor to the training committee to ensure equity between OE and Program funded training events and participation, as well as manage the budget process related thereto for all mission personnel. 3) The DLI Program and Training Coordinator will work closely with the Regional Deputy Mission Director (DMD) to oversee all facets of DLI training and rotations and will: - Work in conjunction with DLI and his/her supervisor to develop the DLI's Individual Development Plan (IDP). - Oversee documentation and record keeping related to DLI Individual Development Plans (IDPs) and ensure that they are regularly updated in light of training taken, training scheduled, and new opportunities, in coordination with supervisor and DLI junior officer. - Develop training tracking plans and matrices, feedback sheets and evaluation forms to ensure that DLI rotations are productive for the junior officer, that the rotation supervisor has an opportunity to provide input to the official DLI supervisor and that the DLI junior officer will have an opportunity to provide feedback on the efficacy of the assigned rotation. - Plan, design and implement the USAID/CAR DLI basic course curriculums. - Manage all aspects of the required DLI training curriculum in accordance with Agency policy. - Collaborate with instructors to design, develop and implement additional training modules and assess the progress of participants. - Work with EXO/HR to provide recommendations and advice to DLIs on instructor-led and web-based training opportunities at FSI, in Washington, through the DAU, etc. to ensure that the training plans are (a) affordable; and (b) provide the requisite basic instruction needed for the junior officer. - Liaise with HR and other Bureaus in USAID/Washington to request and schedule instructor-led training on site in Almaty, Kazakhstan to increase the impact of training funds spent at post. - Maintain close contact with technical and support offices to identify opportunities for DLIs to fully maximize their rotations. While developing a rotation schedule is the responsibility of each DLI, the Coordinator will provide critical guidance and support to all DLIs as they develop their individual rotation schedule. 4) The DLI Coordinator will also play a key role in developing and maintaining a strong mentoring program at the USAID/CAR Mission, and will: - Provide guidance for mentoring: including information on selecting mentors, the roles of mentor and protégé, beginning and ending a mentoring relationship, and setting and achieving goals for a productive mentor-protégé relationship. - Work with Foreign Service Officers and Mission FSNs to provide advice and guidance on becoming effective mentors. - Track the DLI mentor-protégé relationships, meeting with them at least once each quarter to track progress, analyze problems or provide corrective solutions, if necessary, to improve the mentoring relationship. - Serve as a sounding board to listen to DLI junior officer issues. - Provide advice and guidance to first tour officers regarding their roles as subordinates in the office: working with an office chief, working with local staff, etc. - Make recommendations for ending non-functioning mentor-protégé relationships. - Make recommendations to improve training rotations to Office Chiefs, and to the Front Office. - Prepare reports documenting all programming and performance. D) POSITION ELEMENTS 1) Supervision Received: The Regional Mission DLI Program and Training Coordinator will be supervised by the Regional Deputy Mission Director at USAID/Central Asian Republics in Almaty, Kazakhstan, or his/her designee, and will also coordinate independently with other offices for mission and DLI training, rotation scheduling and mentoring-related matters. The supervisor will provide overall direction yet the employee works independently with latitude given to plan, design and carry out activities. S/he will also coordinate independently with all other Mission offices, including the Front Office, for training and mentoring-related matters and coordination of technical and program areas. 2) Supervision exercised: The DLI Program and Training Coordinator will be a core member of the USAID/CAR Executive Office. Although there are no direct supervisory responsibilities, the DLI Program and Training Coordinator will work with the DLI support team which may include: Travel and Transportation, an assigned Logistics Manager, and a Scheduling Assistant out of EXO/HR Administrative Assistant. S/he will also serve as Senior Mentor to DLIs. 3) Exercise of Judgment: The DLI Program and Training Coordinator will be the designated expert on training and mentoring for the DLI junior officers at the Mission. S/he must show sensitivity to junior officers at post, but be creative and motivated to seize and/or create innovative training opportunities. S/he will be expected to work closely with the Mission Controller and S/EXO to develop budgets and logistical scenarios for placing the DLI junior officers in the USAID/CAR region, for setting up training rooms, for arranging for trainers, both commercial and from USAID/HR. As the expert on mentoring at the Mission, the Coordinator must be able to work with all level of officers and make recommendations for mentoring relationships-for their beginning and ending, if necessary, based on mentoring progress. 4) Nature, Level and Purpose of Contacts: The DLI Program and Training Coordinator will create and maintain close contact with all the junior officers at post, providing guidance on training, rotations and mentoring. S/he will work closely with all Senior Officers at post to provide guidance on mentoring relationships as well as on the junior officer rotations planned for post. The Coordinator will need to report on and make recommendations to the Mission Front Office regarding the DLI program. S/he will also work with Asia Bureau, EMT, regarding DLI training progress, as well as with M/HR regarding training opportunities, DLI assignments, evaluations and other junior officer-related business. The Coordinator will work with the Management Officers, and Post (Embassy) Human Resources personnel in each country to revise Mission staffing information, prepare NSDD38 requests and other necessary personnel actions for DLI staffing. Contacts will be created and maintained through personal contact, telephone calls, emails, memoranda. The incumbent will carry out any other related tasks in consultation and at the request of the Regional Deputy Mission Director. E) QUALIFICATIONS REQUIREMENTS AND EVALUATION FACTORS: 1) Education: Master's degree, preferably in Education/Training, Management, Organizational Development, Organizational Psychology. (20 points) 2) Experience: Candidates must have at least 10 years of experience working with U.S. Government personnel procedures and systems and extensive experience in supervision and professional counseling. Candidates must also have experience in the design, development and implementation of education and training programs. The incumbent's work profile should reflect an ability to work in complex organizations, coordinating staff and resources within and across units. (20 points) 3) Language Proficiency: Fluency in written and oral English is required. (20 points) 4) Knowledge: A strong understanding of education and training, mentoring relationships and fostering junior officers is required. (20 points) 5) Abilities and Skills: The incumbent must have ability to: organize, develop, and implement a series of training and rotational opportunities for junior officers to ensure that all goals are met for DLI junior officers. S/he must be sensitive to the needs of new officers overseas for the first time, an ability to provide counseling to both the junior officers and the senior officers who will take on a more proactive role with on-the-job training. Must be able to track and document progress (or lack thereof) for all junior officers under the DLI program at Post. S/he must have excellent communication and leadership skills to ensure that all officers are motivated to provide the necessary training and mentoring required by this program. The incumbent must be able to independently establish and maintain contacts with senior-level as well as junior levels officers within the USG. Computer skills and familiarity with word processing and spreadsheet programs are required. (20 points) Notice to Applicants: The USAID reserves the right to obtain from previous employers relevant information concerning the applicant's past performance and may consider such information in its evaluation F) OTHER REQUIREMENTS 1) Must be an U.S. Citizen and possess or be able to obtain a U.S. Government-issued security clearance at the level of SECRET. 2) Must be able to obtain a State/Med medical clearance to serve in Central Asia. 3) Must be available and willing to commit to the Contract Performance Period of 24 months; 4) Available and willing to work additional hours beyond the established 40-hour workweek and outside established Monday-Friday workweek, as may be required or necessary; and 5) Must be willing to travel throughout the Central Asia Region. 9.
