Description
DESCRIPTION: The US Army Contracting Command - Picatinny Arsenal, NJ on behalfof the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS) isissuing a Market Survey for information and planning purposes only for theXM1037 5.56mm Short-Range Training Ammunition (SRTA). The XM1037 5.56mm SRTAmust provides a realistic training alternative to service ammunition in theM4/M16 and M249 family of weapons. The XM1037 5.56mm SRTA has a maximum rangeof 600 meters and a round to round dispersion from an accuracy barrel of lessthan or equal to 9cm at a distance of 100m. In addition, the ammunition mustprovide full functionality in the aforementioned weapons within a temperaturerange of -4F to 104F without any ancillary equipment or weapon modifications.The XM1037 5.56mm SRTA will be used for individual and collective live firetraining scenarios in which lack of fixed facilities and/or Surface DangerZone (SDZ) restrictions prevent the use of service ammunition. The XM10375.56mm SRTA allows for various training scenarios that replicate battlefieldconditions while allowing the use of adjacent training areas due to itsreduced SDZ. The XM1037 5.56mm SRTA is a frangible round that can also be usedin live-fire shoot houses that will result in reduced wear hence reducingfacility maintenance cost when compared to service ammunition. SPECIFICATIONS: The XM1037 5.56mm SRTA will be procured to a draft PerformanceSpecification, PRF 13034349. The draft performance specification is markedDistribution D. Distribution Statement D means distribution authorized tothe Department of Defense and U.S. DOD contractors only (Critical Technology).This draft performance specification contains technical data whose export isrestricted by the Arms Export Control Act, (Title 22, U.S.C., Section 2751 etseq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C.,app 2401, et seq. Violations of these export laws are subject to severecriminal penalties. Offerors must be registered with the U.S./Canada JointCertification Office. Please note that Type Classification (TC) is scheduledfor 1QFY12, and upon TC approval the nomenclature will change from XM1037 toM1037. PLANNED ACQUISITION: An Indefinite Delivery/Indefinite Quantity (IDIQ)production contract for the period of Fiscal Year (FY) 12 - FY16 is contemplated for this acquisition. The Government anticipates requesting unitprices for quantity ranges of 100,000 to 500,000 and for 500,001 1,000,000for each ordering period. Offerors are requested to provide feedback on theseranges and to recommend any alternative ranges up to 1M per year that wouldresult in more economical pricing. SUBMISSION INFORMATION: All responsible interested sources are encouraged tosubmit their capabilities/qualification data. The respondent's capabilitiesinformation must demonstrate a capability for production and delivery of 1M cartridges. The qualification data should include information stating if aqualified design is already approved by the Government and if any revisions,modifications or changes to the previously qualified design have been made since verification testing. Any source proposing a non-qualified design mustinclude the status of their design and any plans for qualification. Sourcesalso must list source(s) of the data, and if the data was generated by independent test agencies. Please identify any Proprietary information submitted. The Government reserves the right to reject, in whole or in part,any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
