- Solicitation No. AG-7442-S-11-0020 Title Search and Closing Services for Potential NRCS Easement Acquisitions in the State of Texas SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This solicitation includes provisions and clauses in effect through the Federal Acquisition Circular 2005-30. These includes, but are not limited (1) FAR Part 52.212-1, Instructions to Offerors-Commercial; (2) FAR Part 52.212-2, Evaluation-Commercial Items; (3) FAR Part 52.212-3, Offeror Representations and Certifications-Commercial Items; which must be submitted with the offer, in addition, FAR Part 52.212-4, Contract Term and Conditions-Commercial Items and FAR Part 52.212-5, THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. The Small Business size standard is based on the North American Industry Classification System (NAICS) code 541191, Title Abstract and Settlement Offices, which is $7.0 million average annual income. SUMMARY: The Natural Resources Conservation Service (NRCS) in Texas intends to make multiple awards of Blanket Purchase Agreement (BPA) to small business sources capable of providing Title Search Services, Title Commitments, Title Insurance and Closing Services for the Wetland Reserve Program (WRP), Grassland Reserve Program (GRP), and other Easements Programs in the State of Texas. (a) A blanket purchase agreement (BPA) is a simplified method of filling anticipated repetitive needs for supplies or services. The Government is not obligated to place orders nor is the Contractor obligated to accept any orders. For each Call Order, the Government will request services through the issuance of a delivery order (i.e., BPA Call Order) to the firm(s) that has been awarded the BPA. (b) The Contractor will be expected to furnish the service in accordance with the terms and conditions of the BPA and the Scope of Work (SOW). BACKGROUND: The Wetlands Reserve Program (WRP), the Grasslands Reserve Program (GRP), are voluntary conservation programs. Depending on the program, the NRCS is authorized to acquire easements (program easements) from willing landowners to achieve program purposes such as restoring and protecting wetlands, grasslands, and forest land resources and restoring and enhancing floodplains. The NRCS is the lead agency within the United States Department of Agriculture charged with administrating these programs. SCOPE OF WORK: The Contractor shall furnish all reasonable and necessary services, including title searches, title evidence (in the form of a Preliminary Title Report and a Title Insurance Policy and Closing Services) in connection with the acquisition of a program easement (and access easement if necessary) by the United States of America in the State of Texas. AWARD: The Government contemplates award of multiple 5-year Firm-Fixed Price Blanket Purchase Agreement (BPA) resulting from this solicitation. The estimate commencement date of the base year contract is the Date of Award through September 30, 2011. SUBMITTAL REQUIREMENTS. This is a REQUEST FOR QUOTATION (RFQ) PROCUREMENT. Specific instructions for preparing and submission of quotes are provided in the solicitation. Interested and qualified firms must submit their quotes no later than 3:00 pm (CST), April 25, 2011 to the attention of Danny Mandell, Contracting Officer at the contracting office address listed in this notice. All contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract. For information regarding registration, go to the CCR Web Site at www.ccr.gov. QUOTATIONS SUBMITTED BY FACSIMILE OR E-MAIL WIL NOT ACCEPTED. All responsive RFQ will be considered. PREPARATION OF BIDS (NRCS, TX, DEC 2007) In order to receive complete consideration for award of a contract, prospective contractors are requested to submit bids consisting of the following: -- Completed STANDARD FORM (SF) 1449 (one original signed copy) -- Acknowledgment of all Amendments on SF 30 (if applicable) -- Completed BID SCHEDULE -- Completed REPRESENTATIONS, CERTIFICATIONS AND OTHER STATEMENTS OF OFFERORS -- Provide DUNS number on the front of SF 1449, Block 17 Contractors shall mail one copy of their RFQ packet, applicable clauses, and/or provisions to USDA-NRCS, Attention: Danny Mandell, 101 S Main Street, Temple, TX 76501. RFQ may be hand-carried in and must arrive no later than 3:00 pm CST (Central Standard Time), April 25, 2011. NOTE: Contractors when mailing or hand carrying your RFQ packet, please ensure that the Solicitation No. AG-7442- S-11-0020 is annotated on the outside cover of the envelope or package. CCR REGISTRATION: All prospective contractors must register in the Central Contractor's Registration database at www.ccr.gov. to be considered for an award of a federal contract.
