LAW / LAW ANNEX ARCHITECTURAL SPECIALTIES Subcontract Requisition Number: 24590-CM-SRA-AY00-00002 Safety Classification: Non-Important to Safety NAICS: 236210, $33,500,000 Submit Interest By: April 1, 2011 Estimated Budget: >$5,000,000 SCHEDULE (all dates are target forecast dates) Issue Request for Proposal: May, 2011 Award: August, 2011 Commence Work: September, 2011 Subcontractor On-site: January, 2012 All Work Complete: December, 2012 Quality Level: CM - Commercial Materials Type of Subcontract: Firm Fixed Price PROJECT DESCRIPTION AND LOCATION The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is a complex of radioactive waste treatment processing facilities designed and constructed by Bechtel National, Inc. for the Department of Energy (DOE). The facility will process the Hanford Site tank waste and put the waste into a stable glass form. The Project site is located at 200 East Area of the Hanford Site near Richland, Washington, along the Columbia River. The site elevation varies from 662 to 684 feet above mean sea level. Ambient temperature range is -23 degrees F minimum to 113 degrees F maximum, with relative humidity of 5% minimum to 100% maximum. The project design life is 40 years. SCOPE OF WORK The SUBCONTRACTOR shall supply all labor, supervision, technical, engineering and administrative services, materials, tools, consumables (including safety supplies), construction equipment, transportation, scaffolding, temporary facilities (unless indicated elsewhere in the subcontract documents), insurance, inspection, testing, certifications, receiving, handling and storage of SUBCONTRACTOR's furnished materials, and any other items that may become necessary to complete the Work as defined by Subcontract Documents. Work is generally described as construction of interior partitions, architectural finishes, roof penetrations and closures, interior and exterior HVAC systems work, mechanical, and electrical systems for the approximately 20,000 square foot, 2-story LAW Annex. Area functions include offices, locker rooms with showers, facility control and support rooms, and decontamination room. Work generally includes, but is not limited to the following: Architectural Commodities: Steel Doors and Frames, Flush Wood Doors, Aluminum Entrances and Windows, Glazing, Door Hardware, Projection Screens, Resilient Wall Base and Accessories, Acoustical Panel Ceilings, Carpet, Resilient Floor Tile, Sheet Vinyl Floor Coverings, Gypsum Board Assemblies, Gypsum Board Shaft-wall Assemblies, Painting, Ceramic Tile, Interior Architectural Casework, Horizontal Louver Blinds, Architectural Joint Systems, Cold-Formed Metal Framing, Fire-Resistive Joint and Penetration Seal Systems, Building Insulation, Joint Sealants, Toilet Compartments, Access Flooring, Visual Display Boards, Fire Protection Specialties, Metal Lockers, Architectural Signage, Toilet and Bath Accessories, Louvers and Vents, and Impact Resistant Wall Protection. Plumbing System: Design and construction of above ground domestic water and sewer systems including plumbing fixtures, water heaters, piping, insulation, supports, venting, and accessories. Electrical System: Design and construction of electrical systems including convenience receptacles, switches, lighting, conduit, wiring and cabling, associated panel boards, transformers, cable tray, supports, and grounding. Communication and Fire Alarm and Detection System: System "rough-in" including conduit, junctions boxes and pull strings. SUBCONTRACTOR has the responsibility to obtain all applicable federal, state and local permits, licenses, inspections and approvals required for the installation. SUBCONTRACTOR shall be required to set up temporary facilities at a Laydown Area provided by CONTRACTOR (including required electrical utility connections) at the Project site. SUBCONTRACTOR shall furnish all equipment necessary to move material to working areas. SUBCONTRACTOR shall provide all man-lifts, stationary and mobile scaffolding, and cranes required for SUBCONTRACTOR work execution. SUBCONTRACTOR shall be responsible for mobilizing equipment and materials as required to complete the Work in accordance with the Subcontract schedule milestones and approved baseline schedule. The SUBCONTRACTOR shall be responsible for coordinating work activities with other installation trades and complying with all WTP site safety requirements. QUALITY ASSURANCE (QA) REQUIREMENTS Programmatic Quality Assurance requirements for this Subcontract performed on the WTP Jobsite will be non-Important to Safety "CM". The SUBCONTRACTOR's Quality Assurance program is to be based on the requirements in DOE Order 414.1C as follows: Management/ Criterion 1 - Program Management/ Criterion 2 - Personnel Training and Qualification Management/ Criterion 4 - Documents and Records Performance/ Criterion 5 - Work Processes Performance/ Criterion 6 - Design Performance/ Criterion 7 - Procurement Performance/ Criterion 8 - Inspection and Acceptance Testing CONTRACTOR will require, as an element of bidder pre-qualification, submission of a representative sample QA Program.
