- Request for Information (RFI) - Commodity Enterprise Contract (CEC) Program This is a request for information only. Do not submit a proposal or quote. The Department of Veteran Affairs (VA) maintains a complex information technology (IT) enterprise architecture requiring standardization in order to allow for optimum performance and security to the Veteran, the VA employee, and the public. The VA Technology Acquisition Center (TAC) is soliciting for comments related to the DRAFT Performance Work Statement (PWS) for the upcoming Commodity Enterprise Contract (CEC). The CEC will be an Indefinite Delivery Indefinite Quantity (IDIQ) multiple-award delivery order contract which will enable hardware and software commodity purchases. This PWS seeks to ensure standardization while also leveraging the VA's purchasing power as a large enterprise. For the purposes of this RFI, Phase I of the CEC will include, but may not be limited to, desktops, laptops, servers, switches, routers, and storage arrays/storage appliances, along with incidental pre and post deployment support services. After reviewing the DRAFT PWS, interested and capable contractors are invited to provide responses to the questions below. Please note that the PWS Attachments will be posted shortly. Responses should follow this format and be submitted electronically as one complete document. Marketing materials and general capability statements shall be provided as a separate attachment. If no, please provide your technical functional area comments/recommendations. 3.Please provide any remaining positive or negative feedback regarding the PWS such as recommended changes, noted exceptions, ambiguities, etc. The VA is particularly looking for feedback and recommendations in the following areas of: a.Centralized procurement strategy (on-line cataloging and ordering portals, buy vs. lease, etc) b.Centralized logistics strategy (centralized technical support, help desk, trouble ticketing, Radio Frequency Identification (RFID)/Real Time Location System (RTLS) solutions, etc) c.Centralized management (configuration management, asset management and tracking, pre/post deployment application/image management, technology refresh/insertion etc) 4.Does your company appear to fit as a prime contractor for this effort? A subcontractor for this effort? 5.Can your company provide the full breadth of commodities and support services required in the PWS across the entire VA footprint without teaming arrangements? With teaming arrangements? 6.Based on your response to question #5, what is your projected order processing/delivery capacity (e.g. delivery turn around time, monthly product quantities, etc) to support a large agency like the VA? 7.If you are a small business under North American Industry Classification System (NAICS) Code 541519, Information Technology Value Added Resellers, and anticipate proposing as a prime contractor, would you require a waiver to the non-manufacturer rule to be eligible for a set-aside? If so, please identify the agency or non-government customer.
