Description
SOLICITATION PACKAGE Past Performance Questionnaire Subcontracting Plan Summary Sheet Wage Determination for Washington DC The U.S. Department of Labor, Employment & Training Administration (ETA), is soliciting proposals for the Office of Job Corps (OJC) establishment of a national system for staff training and development to support its standards-based education and training program for students. The purpose will be to assist the OJC National Office in the formation and implementation of this system. The work requires on-going access to formal and informal networks of academic leaders, seasoned classroom practitioners and other communities of learning. It also requires the capability to communicate directly with universities, U.S. Department of Education and its regional laboratories, especially on issues related to teacher professional development. In addition, the work requires the capability to confer certifications for instructors and other Job Corps staff at centers throughout the country. The period of performance for the prospective award will be twelve (12) months from the date of contract execution plus four 1-year options. A Time and Materials type contract is contemplated being awarded under this solicitation. This requirement is being offered under Full and Open Competition. In support of White House Initiative to increase small business participation in federal contracts, this procurement action will establish and require mandatory 30% of the "Total Contract" value to be subcontracted to small business concerns. Non-compliance with the mandated 30% total contract subcontracting to small businesses will eliminate the offeror(s) proposal from further consideration and the competitive range. A Subcontracting Plan is required in accordance with Section L and requires 11% small disadvantaged business, 7% women-owned small business, 3% veteran-owned small business, 3% HUBZone small business, and 3% service-disabled veteran-owned small business participation. The North American Industry Classification System (NAICS) Code is 611310, with a $7 million size standard. The Request for Proposals will be available on the FedBizOpps site at www.fedbizopps.gov approximately 10 days from the date of publication. Closing date for receipt of proposals will be April 11, 2011 at 2 p.m., local time. It is the sole responsibility of the offeror to continually view the website for any amendments made to this solicitation.
