Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Complex Fluid Group of the Polymers Division, Material Measurement Laboratory, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Agilent Technologies, Inc., Walnut Creek, CA, for the purchase of a small-volume, high sensitivity and high speed UV-vis-near IR spectrophotometer (Model Cary 5000 UV-Vis-NIR Spectrophotometer). Sole Source determination is based on the following: The spectrophotometer will be used to measure samples of size 100 micro L or small, with very low carbon nanotube concentration equivalent to optical absorption of 0.01 or lower with 10 mm pathlength. The speed of measurement must be higher than 1 min per scan from 300 nm to 1600 nm with a signal/noise ratio better than 10. These will enable the fast screening of vast number of DNA sequences for ion-exchange chromatography based single chirality single-wall carbon nanotube separation, which is a key deliverable for the carbon nanotube metrology project. High enough sensitivity is also required in order to provide NIST researchers reliable information for the determination of subsequent choice of DNA sequences. Agilent Technologies, Inc., is the only vendor capable of providing the required small-volume, high sensitivity and high speed UV-vis-near IR spectrophotometer in order to satisfy the Government's minimum requirements. Agilent Technologies, Inc., is the sole manufacturer and distributor. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by March 25, 2011, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
