Description
The National Oceanic and Atmospheric Administration (NOAA) Air Resources Laboratory Field Research Division has a requirement for meteorological (Electronic) Technician support services under a fixed rate labor hour contract. The services will be required primarily at Idaho Falls, ID. Meteorological (Electronic) Technician support services include, but are not limited to, the following requirements: Perform semi-annual calibration, maintenance, and repair of all meteorological instruments and data loggers in the NOAA/INL Mesonet according to established QC procedures. Install and maintain new Mesonet instrumentation as assigned. Maintain required documentation of all Mesonet-related systems and activities. Maintain the NOAA/INL Mesonet data loggers and radio telemetry system and repair components as needed, particularly during emergency situations that may arise. Also included is the maintenance and repair of the radio repeater and antennas at Jumpoff Peak located 3 miles west of Howe, Idaho. Maintain required documentation. Maintain the NOAA/INL 915 MHz radar wind profiler and radio acoustic sounding system (RASS) at the NOAA GRID III facility on the INL, and repair as needed. Maintain required documentation of all associated activities. Transport, install, maintain, and repair the ARLFRD mobile 915 MHz radar wind profiler as NOAA program elements may require. This may necessitate travel outside the ARLFRD facility in Idaho Falls ID. Maintain the ASC minisodar at the NOAA GRID III facility on the INL, and repair as needed. Maintain required documentation of all associated activities Transport, install, maintain, and repair the ASC and Radian minisodars as NOAA program elements may require. This may necessitate travel outside the ARLFRD facility in Idaho Falls ID. Install new meteorological towers, instrumentation, data loggers, and telemetry equipment in the NOAA/INL Mesonet and elsewhere as determined by NOAA program elements. Repair towers as needed. This may necessitate travel outside the ARLFRD facility in Idaho Falls ID. Fabricate, test, calibrate, install, maintain, and repair NOAA Extreme Turbulence (ET) Probes. Travel outside of the NOAA/INL Mesonet will be required. Test, maintain, repair, transport, install, and operate all equipment associated with the ARLFRD Atmospheric Tracer Technology Program as required by NOAA program elements. This includes tracer dissemination devices, real-time SF6 analyzers, whole air samplers, and gas chromatographs. Fabrication of new or replacement equipment may also be required. This may necessitate travel outside the ARLFRD facility in Idaho Falls ID. Conduct Annual Maintenance Visits (AMV's) of the Historical Climate Network-Modernization stations and the Climate Reference Network stations according to established procedure. Maintain required documentation. This may necessitate travel outside the ARLFRD facility in Idaho Falls ID. Maintain computer network cabling and patch panels in the ARLFRD office building and at various NOAA facilities at the INL. Install additional cable and patch panels as needed. Build, test, troubleshoot, repair, and operate a variety of electronic circuits and prototypes of a variety of meteorological measurement instruments. Construction of prototypes may require operation of basic machine tools and layout of electronic circuits using appropriate CAD tools. Assist with fabricating, testing, inflating, releasing, and tracking special weather research balloons and transponders. This may necessitate travel outside the ARLFRD facility in Idaho Falls ID. Participate in FRD research projects that require installation, repair, fabrication, or operation assistance as a part of the project. This may necessitate travel outside the FRD facility in Idaho Falls ID. The National Oceanic and Atmospheric Administration (NOAA) Air Resources Laboratory Field Research Division (ARLFRD) of the Air Resources Laboratory is located in Idaho Falls, ID. The Period of performance is for a one (1) year base period and four (4) one-year option periods. The place of performance is primarily at Idaho Falls, ID however some services may be required, from time to time, at other various locations throughout the United States The North American Industry Classification Code (NAICS) is 811219 with a size standard of $19.0 million. A Request for Proposal (RFP) solicitation may be available on or about March 28, 2011 at http://www.fedbizopps.gov/. The ESTIMATED response due date is Apr 28, 2011; however, the actual date offers are due will be stated within the solicitation documents. Paper copies of this solicitation will not be issued. The proposed contract is 100% set-aside for small business concerns.
