Description
The Army anticipates award of an Indefinite Delivery Indefinite Quantity (IDIQ) type contract to harvest, chip and transport wood chips to the Central Energy Plant, Fort Stewart, GA. Immediately following a timber harvest, the contractor will grind or chip all logging slash located in various forest areas throughout Fort Stewart/Hunter Army Airfield Installations and within construction project sites. Logging slash is identified as limbs, tops, bark, stumps and any timber greater than or equal to 3' in diameter remaining on the ground following a timber harvest. Chips shall be no larger than 3' x 3' x ' in dimension. There will be multiple log decks scattered throughout the harvested areas and all decks will have heavy equipment/large truck accessibility. Contractor will only be required to chip or grind slash on existing log decks, except in certain cases involving clear-cut projects where the contractor may be required to collect and chip slash from the entire clear-cut project footprint, or from slash previously hauled to a landfill site. Contractor will not be required to go into the 'woods' and rake or harvest slash scattered on the ground. The contractor shall provide personnel and equipment to harvest, chip and transport up to 14,000 to 26,000 (30% confidence interval, 20,000 average) tons of wood chips per year. A range of mileage estimates for harvesting slash on Fort Stewart/HAAF is 1 to 45 miles. These mileages are minimum and maximum from the training areas on the reservation to the Central Energy Plant with ingress/egress via gate 5. It is anticipated that the proposed contract will consist of a base year and (1) one optional year. This requirement is set-aside for small businesses.
