- This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of potential qualified sources such as 8(a), HUBZone, small disadvantaged, service-disabled veteran-owned businesses relative to North American Industrial Classification System code 541330, which has a size standard of $4.5 million in average annual receipts. Responses will be used to determine appropriate acquisition decisions. Environmental Engineering and related services are required for various types of civil works and military projects assigned to Districts within the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division geographical boundaries which include the Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville and Pittsburgh Districts. The District and Division boundaries are shown at http://www.lrh.usace.army.mil. The majority of the work under this contract will be done within the boundaries of the Huntington District. Environmental Engineering Services will potentially consist of Environmental Site Assessments (Phase I (B) or II), environmental risk assessments, remediation designs, site characterizations, site sampling, analysis of samples, comparison of results to state and federal standards, drawing conclusions, making preliminary recommendations, production of support materials for environmental awareness, and/or writing of reports. This may be required to determine environmental suitability of land areas for future or current projects, to determine costs associated with environmental issues at projects, or other governmental needs. These services will be used as necessary to support engineering studies to include design and construction, planning, operation and maintenance of navigation and flood control projects, real estate and emergency management activities for projects within the jurisdiction of the selecting Districts and may be utilized for Division wide projects, including Formerly Utilized Defense Sites (FUDS). Firms must have the capability of complying with the current U.S. Army Corps of Engineers Manuals EM 1110-1-4000, EM 200-1-3, and EM 1110-1-1807, and Engineer Regulations ER-385-1-95, ER 385-1-92, and ER 1110-1-8153. Work may require using the metric system. Responses to this sources sought announcement must include the contractors type of business such as 8(a), HUBZone, etc. Contractors are hereby encouraged to make known their interest in this type of work.
