- COMBINE SYNOPSIS/SOLICITATION VA-241-11-RFP-0454 OI&T PROGRAM OFFICE SERVICE This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA-241-11-RQ-0454 The U.S. Department of Veterans Affairs (VA), Contracting Office Bedford, Massachusetts proposes to enter into a contract for OI&T Program Office Service. The previous support service contract is complete and the Bedford OI&T has a continual need for at least another two (2) year period, to provide quality IT service and maintaining high levels of reliability, suitability and sustainability of our unique network systems. The OI&T organization's structure is currently under revision and the goal is to make an opportunity available for the possibility of making this an FTE position. Under the current flux of re-organization this is a stop gap measure needed to continue the services until the re-organization efforts are complete in the next 24 months or sooner. A break in services at this time could be very costly and cause considerable problems for the running of the Bedford VAMC. The requirement is for one IT Computer Specialist, to provide; high level server and computer operations support, to include specialized skills to review, diagnose and immediately resolve problems that cause data delivery issues which include server, network and end user equipment, located at the Bedford VAMC. This will allow the Office of OI&T to continue providing no or limited disruption to the automated aspects of patient care and safety through the current and planned IT systems. The offeror will be able to provide immediate problem resolution involving in-depth knowledge with demonstrated accomplishments in the integration of DICOM compatible medical equipment with particular expertise in PACS and other medical imaging devices. Provide: MUMPS programming language support, administration of Microsoft SharePoint server and services, Microsoft Terminal Server administration. Exchange Server Management, configure and perform Server backups, in-depth knowledge of building servers, desktops and Notebooks, Personal Web Server Administration. Develop and maintain utilities that meet periodic requirements of local and regional management to deploy mandated initiatives adhering to strict target dates. Configure and Deploy new software, software updates, software tools, administrative management tools, install national mandated software upgrades to our Health Care Computing System and debug existing MUMPS programs, applications and operating system issues. Act as the facility Web Master within the VA Computing Environment, create and use Automation utilities, Database Applications, Web Applications, Software Installation packages, to accomplish remote installations. The offeror will be evaluated on their knowledge and ability to demonstrate skills in the following areas: 1.M Programming Language; KEAScript: CACHE SQL: Perl5: ASP programming in VBScript: JavaScript: Visual interDev; HTML: ODBC; JDBC; RDBMS; KBSQL; Adobe Photoshop; Quark Express; DOS Shell Script; VA File Manager; File Structure; In depth knowledge of DICOM PACS Windows 2003/XP operating system internals/ externals hardware and software. Strong Management skills on Management Applications including AD, SMS, SCCM, Remedy, SERENA, STAT, Clear Vision applications, current MS Office components and support for VISTA applications, police and security VISTA imaging, Clinical procedures, Credential tracking, radiology and nuclear medicine, VISTA link security, - within the context of the VA Computing Environment 2.Past Performance submittal from three (3) companies/agencies 3.Price Do to the present contract ending within weeks there is no transitional period, the offeror will be expected to step in immediately. The Government does not intend to pay for information solicited. This combined/synopsis solicitation is issued pursuant to FAR 6.302-1. This combined synopsis/solicitation for commercial items/service prepared in accordance with the format prescribed in the Federal Acquisition Regulations (FAR) subpart 12.6 as supplemented with additional information included in this notice under FAR part 5.203. This combined/synopsis solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-37. The North American Industry Classification System (NAICS) number is 561110; the business size is 1 employee. The incorporated provisions and clauses are those in effect through the current Federal Acquisition Regulations. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them.
