- Notice of Intent to Award to One Source The VA intends to award a limited-source task order modification to Edge Systems, LLC for disaster recovery hardware installation and reconfiguration of the IMEDGE software for The Image Management System (TIMS). POC for this requirement is Angela Deren 512-981-4432, e-mail Angela.Deren@va.gov JUSTIFICATION AND APPROVAL DOCMENT FOR A LIMITED SOURCE AWARD UNDER A FEDERAL SUPPLY SCHEDULE 1. Contracting Activity: Department of Veterans Affairs Center of Acquisition Innovation 1701 Directors Blvd. Suite 600 Austin, TX 78744 2. Description of Action: The proposed action is for a modification to Firm-Fixed-Price, Task Order (TO) number V0010A116E95270, issued under General Services Administration (GSA) Federal Supply Schedule (FSS) 70, General Purpose Commercial Information Technology Equipment, Software, and Services, Contract Number GS-35F-0250J, with Edge Systems, LLC (Edge Systems) to expand the scope of the TO to include additional Information Technology services associated with the Department of Veterans Affairs' (VA) The Image Management System (TIMS) software application. 3. Description of Supplies or Services: This proposed action is for the acquisition of Information Technology services to install Disaster Recovery equipment and for the reconfiguration of TIMS thin client software and database into a cloud-based system. The purchase will solidify the needed Information Technology services VA would require to stand up a centralized Disaster Recovery solution. The new Disaster Recovery solution will allow VA to recover TIMS software application in accordance with industry standards, which is Data loss of no more than one hour and to have a fully functional system again within four hours of the incident occurring. This consolidated Disaster Recovery solution will enhance the ability of TIMS application to handle more claims processors and will be able to handle second shift work with less effort of human Information Technology support. TIMS consolidated application, consolidated Database and consolidated Disaster Recovery solution will be modified to support over 3,000 Office of Field Operations (OFO) and Education employees supporting the new G.I. Bill for post September 11, 2001, Veterans and the ever growing Veteran community. The system will continue to be maintained at the Hines Information Technology Center, for training, and testing & development. The total estimated price of the proposed action is [redacted]. 4. Statutory Authority: The authority permitting other than full and open competition is Federal Acquisition Regulation (FAR) 8.405-6(b)(1), only one source is capable of responding due to the unique or specialized nature of the work. 5. Use of Authority Cited: The proposed source for this action is Edge Systems, 3S 721 W Ave, Ste 200, Warrenville, IL 60555. Edge Systems used its proprietary IMEDGE software to develop TIMS, which is a mission critical business application that supports the processing and payment of Veterans Affairs Education benefits. The OFO and Education staff that has been hired is required to use TIMS software application to access the data contained in TIMS, which is needed to continue to provide education benefits to our nation's Veterans. However, the IMEDGE software is the only means by which to access this data. The only personnel trained and authorized to manipulate the IMEDGE software is Edge Systems. Therefore, only Edge Systems can provide the aforementioned Information Technology services associated with the TIMS software application. 6. Efforts to Obtain Competition: Because the VA has no rights in data for the software code, no other vendor can provide the maintenance and database support services necessary for this requirement; therefore, no other vendor can provide the necessary services to achieve competition. The proposed action will not be synopsized on the Federal Business Opportunities Page based on the exception at FAR 5.202(a)(11). 7. Actions to Increase Competition: Until the new centralized Disaster Recovery solution is implemented, VA is dependent on Edge Systems for all of the Database Maintenance, Hardware Maintenance, Software Maintenance, Technical Support, Licensing Maintenance and various other Maintenance and Support. Once VA has implemented the new centralized Disaster Recovery solution, there will be enough documented procedures and no proprietary code in the solution for VA to be self-sufficient or capable of fully competing future maintenance needs. 8. Market Research: No market research efforts can be made for the reasons stated in #6, "Efforts to Obtain Competition". Until the application is transformed through this modification, no other vendors will be able to maintain Edge's proprietary system.
