- The Department of Interior, National Business Center, Acquisition Services Directorate (AQD), on behalf of the U.S. Army National Guard Bureau (NGB) intends to modify an existing Task Order that was awarded against a GSA Schedule Contract to add open market items under the authority of FAR Part 13.106-1(b), Soliciting from a Single Source. The existing Task Order with ASM Research Incorporated (ASMR) provides maintenance, support, technology refreshment, and training for the Medical Operational Data System (MODS). The open market items are to provide conference support for training on the MOD System at various conferences from March through December 2011. ASMR will attend and staff a booth at four (3) conferences for training purposes on the MOD System. This requirement is within the scope of the current Task Order, however, the conference support items are Open Market and are not under the GSA Schedule Contract. As a result, in order for ASMR to provide the training on the MOD System for the NGB at these conferences, the existing Task Order must be modified to add conference support as Open Market Items. The labor for the training at the conferences is under the GSA Schedule Contract, but the costs for the registration fees, electricity for booth area, and shipping for conference items are Open Market Items. These products or fees associated with the conferences are firm-fixed-price and each exhibitor is required to pay the set fees. Competition is not available as the vendors supporting each conference are pre-determined and each exhibitor, dependent upon the size of the booth area, will pay the same amount, as the location of the event has set pricing. Travel costs for to ASMR attend the conferences are within the scope of the GSA Schedule Contract and will be in accordance with the Federal Travel Regulations. Interested persons may identify their interest and capability to respond to this requirement or submit quotes by 5:00 p.m. Eastern Time on March 16, 2011 to Nancy Williams at Nancy.Williams@aqd.nbc.gov and Sarah Dolen at sarah.dolen@aqd.nbc.gov. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. The NAICS code for this requirement 541512, Computer System Design Services which is a majority of the services under the existing GSA Task Order under which these Open Market Items will be added. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer. AQD will not be responsible for any costs incurred by an interested party responding to this notice. This notice in no way obligates the Government to modify the existing GSA Task Order or award a Purchase Order for the Open Market Items.
