- Pre-Solicitation in DOC format. Synopsis: Construction of a Joint Forces Headquarters (JFHQ) Facility to be located at Estate Bethlehem National Guard Complex on St. Croix, Virgin Islands. Completion time is estimated to be 24 months after the issuance of the Notice to Proceed. The purpose of this synopsis is to gain knowledge of potential Small Businesses who would be interested and capable to complete this project. Total estimate for the project is between $10,000,000.00 and $25,000,000.00. The JFHQ is a specially designed two-story building of approximately 57,300 square feet consisting of administration offices, assembly hall, classrooms, multi-purpose rooms, unit storage spaces, learning centers, joint operations center, state headquarters spaces and other support areas. All interested Small Business concerns will provide this office in writing, a notice of their positive intention to submit a bid as a prime contractor no later than 1 April 2011. You are required to submit (1) Positive Intent to Bid (2) A listing of projects completed as a prime contractor within the last three years of similar dollar value and nature. (3) A brief outline of resources, subcontractors and key personnel that would be used to accomplish the contract. Potential bidders must register at FedBizOpps at www.fbo.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and must have completed the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov prior to contract award. After a review of the responses received, a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
