- Request for Information Live, Virtual, or Constructive Training: SOA, Cloud Computing, & Virtualization Architecture Workshop FAR 52.215-3; Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this Request for Information or to otherwise pay for the information requested. (b) Your response will be treated as information only. It shall not be used as a proposal. (c) This Request for Information is issued for the purpose of announcing a workshop 'call for participation', and obtaining feedback on training architectures and technology insertion strategies. I.Introduction PM TRADE, in support of the PEO STRI, is soliciting industry, government, and academic participation related to the realization of several architectural evolution strategies across the live, virtual, or constructive training domains. These strategies, which include service-oriented architecture (SOA), cloud computing, and virtualization, are capable of improving the interoperability of current and future training systems. The software product-line architecture (PLA) framework paradigm has proven successful in minimizing stovepipe system development, and reducing system life-cycle cost and schedule. However, as the DoD and Army strive to further reduce system life-cycle costs, and as technology improves, software PLAs must evolve further to align with future acquisition strategies and more easily adapt to advanced technology concepts. A 2-day workshop will consist of an information session and facilitated discussion that will address future training architecture needs and strategies. The workshop will be held in Orlando, FL at the Partnership III building in conference room 321A/B on 3 May and 4 May, 2011 from 8:00 am to 5:00 pm each day. Additional details will follow. II.Objective The key objective of this workshop is to initiate collaboration and technical exchange between industry, government, and academia involved with SOA, cloud computing, and virtualization activities within training or related initiatives. The workshop will inform stakeholders on current training issues, and architectural strategy concepts, design principles and patterns, governance, infrastructure, relevant standards, and best practices. III.Agenda Day 1: Tuesday, 03 May 0800-1200 - Check-in, COL Flanagan Welcome Address, and Guest Speakers 1200-1300 - Lunch 1300-1700 - Working Group Sessions Day 2: Wednesday, 04 May 0800-1200 - Working Group Sessions 1200-1300 - Lunch 1300-1700 - Working Group Presentations and Wrap-up *A detailed agenda will be provided before the workshop. IV.Survey 1.What experience do you have with each of the following? a.SOAs b.Cloud computing c.Virtualization 2.If you currently have a product(s)/project(s)/research relevant to any or all of the three architectural paradigms listed above,... a.What is/are the name(s) of the product(s)/project(s)/research initiatives? b.Provide a brief description of the product(s)/project(s)/research that includes: i.System design; ii.Operation and technical characteristics including performance requirements; iii.Information Assurance (IA) and security challenges and solutions; iv.How the system is currently being utilized and by whom. c.What challenges did you identify during system implementation and how were they resolved? d.How are you using the "cloud" to enable mobile application development and availability? e.What direction are these paradigms driving technology, capabilities, and business models in the future? V.Response When responding, please provide the following information and RSVP for the workshop via email to jeremy.lanman@us.army.mil, steven.d.horvath@us.army.mil and marie.bittikofer@us.army.mil by COB 1 April. Architecture Workshop RFI Frequently Asked Questions (FAQ) 1.Question: What is the purpose of this workshop? Response: The Army CIO/G6 and ASA(ALT) recently published the COE Architecture Guidance memorandum describing the 'End State' Army Enterprise Network Architecture. The guide recommends the incorporation of SOA, cloud computing, and virtualization concepts and technologies intended to standardize end-user environments and software development kits, establish streamlined enterprise software processes that rely on common pre-certified, reusable software components, and develop deployment strategies that allow the users direct access to new capability. Furthermore, PM TRADE and TCM-Live are currently developing the Army's Live Training Campaign Plan. A major component of the plan is the Live Training architecture evolution strategy and technology insertion migration plan. The objective of the workshop is to allow an open technical exchange of ideas in developing the evolution strategy and migration plan for future Army Live Training systems, and in support of the Live, Virtual, & Constructive Integrated Training Environment (LVC-ITE). As such, the Government is exploring lessons learned, best practices, technical expertise, and guidance in consideration of SOA, cloud computing, and virtualization. 2.Question: Can we RSVP now and submit survey later? Response: Yes, an RSVP can be done as soon as possible. However, the survey should be submitted by 01 April. The survey will help identify key working groups based on interest and participant availability. PM TRADE will publish via email a final list of the working group sessions to registered participants two weeks prior to the workshop's May timeframe. 3.Question: Is this a new Live, Virtual, Constructive Integrated Architecture (LVC-IA) initiative? Response: No. To clarify, this is not an LVC integrated architecture effort. The workshop will be Live-centric, but all the respective training domains including Virtual and Constructive have architectural objectives to satisfy the Army's Net-centric Enterprise Strategy (NCES) and Common Operating Environment (COE) directives. The information shared at the workshop will also benefit the Army's Virtual and Constructive domains, and as such, Government technical representatives from each respective domain will participate. 4.Question: Is this a new solicitation for proposals? Response: To clarify, this is not a solicitation or request for proposal, but a call for participation in an open technical exchange workshop between government, academia, and industry. Please see disclaimer on this RFI below: FAR 52.215-3; Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this Request for Information or to otherwise pay for the information requested. (b) Your response will be treated as information only. It shall not be used as a proposal. (c) This Request for Information is issued for the purpose of announcing a workshop 'call for participation', and obtaining feedback on training architectures and technology insertion strategies. Please note that any submitted information received may be shared at the workshop unless the material is clearly marked as "Proprietary". 5.Question: What type/level participants will best meet the purpose of this workshop? Response: Ideal participants include: senior architects/engineers who are experienced with establishing architectural evolution strategies and technology migration plans technical domain experts that can identify lessons learned, best practices, and benefits in the SOA, cloud computing, and virtualization domains technical program managers that can help shape assumptions of applicability to the Live, Virtual, and Constructive training domains, leverage/synchronize with similar DoD initiatives, and recognize expectations with respect to cost, schedule, and performance, or ROI The workshop will include guest speakers from industry, academia, and government, active technical working sessions, and working group presentations. After the guest speakers, the plan is to divide participants into several working groups based on topic of interest. Each working group consisting approximately of 6-10 participants at a round table will be tasked to identify, discuss, and collect information regarding the working group's topic, and present findings/recommendations to the overall group and Government leadership during the out-brief at the end of the second day. 6.Question: Our information is proprietary, can we still participate? Response: Yes. If you submit information in response to the RFI that is clearly marked "Proprietary", we will NOT share it at the workshop. You are still welcome to participate as long as you are able to contribute in an open technical exchange forum. If you wish to meet solely with the Government to discuss proprietary information, those meetings can be coordinated appropriately after the workshop.
