NAICS Code: 423490 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, utilizing Simplified Acquisition Procedures, in conjunction with FAR 13, as applicable, and supplemented with additional information included in this notice. This solicitation is issued under RFQ-PA-11-00020. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Environmental Protection Agency, Region III, Philadelphia, PA intends to award a sole sourced fixed-price Purchase Order to Gerstel, Inc. for the purchase of a GC with a Gerstel Autosampler and other Items (see below). GERSTEL MultiPurpose Sampler XL (-xt Version) including: MPS 2 - xt mounting kit for Agilent 7890/6890 GC. (Includes remote start cable) GERSTEL Maestro Software Additional User License: Provides instrument control for all GERSTEL modules with sample preparation functions for single rail MPS and integration into Agilent ChemStation GERSTEL Cryogenic Trap System (CTS 2) for single oven use with Agilent Technologies 6890/7890 GC (Stand-alone version): LN2 cryo-focusing to -150°C Programmable heated re-injection rate of up to 720°C/min. Independent operation using GERSTEL C506 controller No GC heated zone required Automatic start with GC run Automatic LN2 shut-off ChemStation integrated software control (requires Maestro software) Complete compatibility with GERSTEL PrepStation software LN2 Dewar Adapter: F-Gerstel 1/2" flare female to 3/8" male SS pipe thread GERSTEL Twister License MPS or TDS/TDU Maintenance & Applications Training Course. Priority Sample Interrupt to allow the user to introduce a priority sample within a sequence w/o stopping or reprogramming No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the EPA requirements described herein may submit a response; which, if received by closing date of this announcement will be considered. Responses to this posting must be in writing and submitted via email by 4:30 PM EST on Thursday, 24 March 2011 to Tiffany K. Gillespie via electronic mail at gillespie.tiffany@epa.gov. The offeror's quote shall include separate pricing for each item. Items will be shipped to: US EPA, ESC, 701 Mapes Road, Ft. Meade, MD 20755-5350. The Government reserves the right to make an award without discussions. The Government reserves the right to award on all or none basis. CCR Requirement - Companies must be registered in federal government's national vendor database, the Central Contractor Registration (CCR), before an award could be made to them. If companies are not registered in the CCR, they must do so by going to the CCR website at http://www.ccr.gov. The following FAR provisions and clauses are hereby incorporated by reference FAR 52.212-1 Instruction to Offerors - Commercial, FAR 52.212-3 Offeror Representations and Certifications - Commercial Items, FAR 52.212-4 Contract Terms and Conditions Commercial Items and FAR 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The selected Offeror must submit a completed copy of provision FAR 52.212-3. The following FAR clauses apply: 52.204-10, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-3, 52.225-4, 52.225-18 and 52.232-33.
