- The Mission and Installation Contracting Command-Fort Bliss, intends to award on a sole-source basis to the New Mexico Institute of Mining and Technology, a contract for the acquisition of services for labor, supervision and required materials to train U.S. military in Counterinsurgency and Counter Improvised Explosive Device training in a hyper-realistic training environment. In preparation for 3/1 AD's Operation Enduring Freedom (OEF) Rotation and to properly certify these Companies/Troops, a realistic environment that accurately replicates the environment 3/1 AD will operate in for OEF is required. 3/1 AD requires facilities use for training such as an Afghan market, a mountain village, an adobe compound, two nomadic transient sites which are crucial to training, After Action Review (AAR) facilities, a white cell (exercise control) building, classroom area for training and conference room for the white cell. The only place that will adequately prepare 3/1 AD in this training is the New Mexico Tech Playas Training and Research Center (PTRC); Fort Bliss currently does not have this capability yet. The capabilities required are mock villages, role players, exercise control, AAR facilities, and biometric equipment. This will provide 3/1 AD with a realistic site to simulate conditions that will be encountered during its OEF rotation. Travel expenses are required for Subject Matter Experts and services for 190 role players, 160 of which will be fully immersed Afghan role players that will occupy the village sites. These tasks listed above are considered FORSCOM core competencies and must be validated and certified by the brigade Commander upon completion of training. Services and specific range facilities such as realistic urban villages representative of the area of operations; market places and other urban features representative of current theaters of counterinsurgency operations; blue force command and control (C2) center and white cell exercise control C2 center; and air strip for small fixed wing aircraft and a maintenance hangar are provided by NM Institute. If any organization (other than NM Institute) believes it is capable of providing an equivalent service at the high level of quality and complexity that is indispensable to the US Army, they shall email a Statement of Qualifications to the contract specialist, Jeanne Short at jeanne.short@us.army.mil no later than 3:00 PM EST on 24 March 2011. Further information concerning the training requirements are provided: Capabilities must include 1) authorization to have the Army's Prophet equipment conduct signal intercepts on location; 2) direct reach back to Joint Forces Command to maneuver subject matter experts: 3) four mock Afghan training areas, and 4) availability to meet training schedule by providing training from 19 April through 13 May 2011. The NM Institute will provide Reception, Staging, Onward-movement & Integration (RSOI) to role players and other training enablers; a secure closed system Ground System for Mobile communications (GSM) and/or higher power cellular network to support intelligence collection training objectives; storage space for container and barrier material provided by player units; training audience with exercise data collected and presentation material for AARs; and recovery of training area to the same condition as prior to the exercise. The nature of the work involved requires all project personnel be eligible to hold a DoD security clearance at the Secret Level. All contractor personnel assigned to work on-site in the United States Joint Force Command (USJFCOM) Suffolk and Norfolk, VA facilities and associated secure spaces, shall have, at a minimum, a Secret security clearance. The NM Institute has the unique skills sets and capabilities that are essential for this COIN training and certification. The Department of the Army is aware of no organization, other than the New Mexico Institute of Mining and Technology that can (a) provide the services described above; and (b) provide the broad range of expertise which NM Institute can make available on very short notice and which is covered within the cost of the package. This notice of intent is NOT a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any responses received after 24 March 2011, 3:00 p.m. MST will not be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
