- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the National Human Genome Research Institute (NHGRI), NIH Chemical Genomics Center (NCGC), to negotiate/award a purchase order to HighRes Biosolutions, Inc., 299 Washington Street, Woburn, MA 01801 for the purchase of one High-Throughput Pin Transfer Tool. The NIH Chemical Genomics Center (NCGC) intends to purchase a 1536-Well Pintool, for low-volume, high precision liquid transfer. This instrument is needed to deliver library compounds to high-density format assays established by NCGC. The implementation of existing technology and protocols will ensure the highest levels of accuracy and experimental efficiency across all assays under the Tox21 team. The MicroPin pintool is a fully programmable workstation. The programming information (operation type, number of dips, etc.) is stored in files called methods. Methods can be started manually (by the operator) on the on-line and off-line pintool and automatically (by the dispatcher) on the on-line system. The pinhead contains 1536 pins, each with 10nl slots. The pins float in a teflon coated pintool head frame. They are unconstrained in the vertical axis and are held down only by gravity. The pin head can be easily removed and has manual adjustments for rotation around the z-axis and tilt (pitch and roll). The notched-pin system is identical to those used by the NCGC laboratory and is needed to reproduce performance and protocol transfer between the assays within this group as well as other NCGC lab areas. Assays can be developed on the stand-alone workstations and easily transferred to integrated qHTS systems. This improves screen consistency and quality, enabling a seamless transition of assays from the bench to the full automation. This station includes a programmable re-circulating solvent, ultrasonic wash system to minimize pin tool cross-contamination of assay plates and compound libraries. Some of these key features of the system are: * 96, 384 or 1536 compatible * Volume transfer range: 5nL - 0.5μL * Two- or three-step wash process available with sonication or plasma cleaning * Integrated blot station to dry pins * Hydrophobic slotted pins available * Safe to transfer to plates with cell lines * Moving tray design allows robot to load plates during transfer * Two reagent sequential wash or stations available * Compatible with MicroCart TM and MicroDock TM * Automation friendly with easy-to-use integrators' kit The sole source determination is based upon the fact that this pin transfer station has specifications as close to the current online and offline pin transfer stations used by the NCGC laboratory with a proven track record of performance, and is needed to deliver compound solutions volumetrically from prepared compound library plates to assay plates. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification Code (NAICS) is 33999 and the Size Standard is 500 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
