- Description
- The Fleet and Industrial Supply Center, Norfolk, Contracting Department, Philadelphia Office intents to acquire through full and open competition, a minimum of two (2) Unmanned Aircraft Systems to replicate a likely threat in visual, aural, and most importantly IR and RCS signatures (a UAS with the dimensions, construction and signatures similar to an Aerostar, Seeker II, Tigershark or Viking 300 would be an appropriate match of capabilities) at a series of training events. The contractor shall retain title to the UASs (to include the aircraft and all equipment) at all times. The UASs (to include the aircraft and all equipment) shall be under the control of contractor personnel at all times. The contractor will be required to provide and operate the unmanned aircraft systems. The first training event will be the base requirement and the subsequent events will be options. The base requirement is in support of a training event to take place in June 2011 on San Clemente Island, CA. The resultant contract will include two (2) options for Unmanned Aircraft Systems to support for a training event in Ft Irwin, CA in August 2011 and a training event in Ft Polk, LA in September 2011. The required systems do not meet the FAR definition of commercial item and as such, the government does not intend to use FAR Part 12. It is expected that this procurement will result in the placement of a single FFP contract. The NAlCS code for this requirement is 488190, and the small business size standard is $7,000,000.00. It is anticipated that an award will be made to the lowest priced technically acceptable offeror. Technical acceptability will be evaluated through a flight demonstration of specific capabilities that will be defined in the solicitation. It is anticipated that award will be made around 19 May 2011. The solicitation will be made available electronically, upon its release, at www.neco.navy.mil. Posting is anticipated on or about 6 April 2011, with the closing date for the receipt of offers to be set forth in the solicitation. A hard copy of the solicitation will not be made available. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. All responsible sources may submit a proposal which will be considered by the Government. The solicitation response date is tentative and subject to change. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions.
