Description
Justification and Approval For Other Than Full and Open Competition 1. Contracting Activity : Department of Veterans Affairs, VISN 08, 0672 Medical Center This is a new firm fixed price contract. (1) Contractor is to install 25 new duct smoke detectors in air handling units (AHU) and connect them to the fire alarm system. Also has to connect 14 existing duct detectors in AHU to the fire alarm system. The fire alarm panel has to be re-programmed to reflect the new changes. (2) Contractor is ARA Security Integrators (Professional Alarms); estimated cost is $67,975. 2. Description of Supplies/Services Required to Meet the Agency's Needs: Supply 25 duct detectors SIGA-SD w/sampling and test station, 3,500 ft of rigid conduit %".14 SIGA CT1 single input, 14 SIGA CR Control relay. Install the 39 detectors and modules, and program and test in accordance with NFPA 72. The job should be done in 4 months. Job has to comply with NFPA 72, National Fire Alarm Code; NFPA 90A, Standard for the Installation of Air Conditioning and Ventilation Systems; and the Joint Commission standard EC.02.03.05. 3. Statutory Authority Permitting Other than Full and Open Competition: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; The proposed contractor is the one that currently gives maintenance to the fire alarm system. The Agency cannot afford that a different contractor handle the fire alarm system because that action would take out the responsibility of the reliability of the system from the maintenance contractor. 4. Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority'): (1)The proposed contractor is the one that currently gives maintenance to the fire alarm system. The Agency cannot afford that a different contractor handle the fire alarm system because that action would take out the responsibility of the reliability of the system from the maintenance contractor. 6. Descri ion of Efforts Made to ensure that offers are solicited from as man ential sources as deemed practicable:NA. A sole source is required.
