Description
The procurement of executive education support services for Navy Staff s Office of Flag Development (N00F) by Other Than Full and Open Competition from Babson Executive Education, Babson Park, Massachusetts. This procurement is required to support the delivery of a tailored seminar for the professional development of the Navy s senior leadership. Babson College Executive Education has been a long-time participant in the Navy s Executive Development Program (NEDP); and will deliver a focused curriculum emphasizing change leadership for Flag Officers and members of the civilian Senior Executive Service. Babson Executive Education will deliver a 3.5-day seminar to the senior Navy leadership similar in content to courses presented over the previous five years. The overall objective of the Babson course is to develop Navy flag officers with both a skillset and mindset to understand the critical nature of innovation and entrepreneurial thinking as it relates to organizational success. (a)Pursuant to FAR 6.302-1(a)(2)(iii), this authority is appropriate when procurement is deemed to be available only from a single source. It is likely that award to any other source would result in unacceptable delays in fulfilling the agency s requirements. (See 10 U.S.C. 2304(d)(1)(B).). (b)Babson Executive Education developed the Navy s first Leading Innovation seminar (formerly called EBC II) from initial concept through mature program in close coordination with Center for Executive Education office at the Naval Postgraduate School. Babson s demonstrated success and academic leadership in the highly competitive executive development field is reflected in the positive Flag Officer and SES participant feedback received after each program. (c)The Babson College Executive Education Center has partnered with Navy s professional development program since 2005 in delivering a focused seminar at the Flag Officer level on Transformation through Innovation to develop a different set of skills for innovative thought and action. This course has been very successful. Now called Leading Innovation, the seminar s objectives will be achieved through a variety of activities.
