- This is a sources sought synopsis for acquisition planning purposes only. No formal solicitation for this work exists at this time. The Bureau of Reclamation has a requirement to furnish and install a diesel driven engine-generator set sized to furnish emergency power to all essential equipment in the Parker Power plant. The plant is located on the Colorado River between Lake Havasu City, Arizona and Parker, Arizona, and is positioned on the California side of the river. The emergency generator equipment shall include all controls necessary to automatically start up and establish normal speed and voltage if normal station service power is lost. The principal components of work required includes: design and installation of a concrete foundation equipped with a system to contain fuel or oil leaks; furnish and install a new 438KVA at 8 P.F., 480VAC engine generator set and load stabilizing module; furnish, install and route power cables; furnish and install a 480VAC automatic transfer switch; test and commission the engine-generator set, automatic transfer switch and load stabilizing module; furnish a spare parts list for all installed equipment; furnish manuals for all installed equipment; furnish an instructor led training class for all installed systems, and; furnish complete as-built drawings for all mechanical and electrical equipment installed. The proposed contract will be a firm fixed-price construction contract. This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 237990 Other Heavy and Civil Engineering Construction. The small business size standard is for NAICS Code 237990 is $33,500,000. The estimated magnitude of this project is $100,000 to $250,000. The Bureau of Reclamation, Lower Colorado Region, is seeking responsible sources having capabilities to perform the work. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. Capability statements are to be submitted not later than April 7, 2011. The capabilities package submitted should demonstrate the firm's experience and capability to perform the principal components of work provided above. Packages should include the following information: (1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. (2) Demonstrate the firm's experience by providing a list of projects completed where the work involved the design and installation of a diesel driven engine-generator set similar in size and scope as described above. The project list should specify the types of emergency generators designed and installed. For each project listed, provide the following: dollar value of the job, the facility name, facility location, and the customer's contact name and phone number for the work completed. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of potential contractors. This is not a request for proposals and is not to be construed as a commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice.
