Description

INTENT TO SOLE SOURCE The VA Pittsburgh Healthcare System, Pittsburgh, PA 15215 intends to negotiate on a sole source basis with Philips Medical Systems under FAR 6.302 for purchase of installation services (to include parts and labor) for remote displays of the Philips monitoring system in the 4E Intensive Care Unit. Services will include: three new dual display remote video solutions; modification of three dual display remote video solutions to comply with Life-Safety Code (required by Joint Commission); labor to pull, terminate, test, and label all cat 5 UTP cable runs for the new remote displays; system inspection to ensure uninterrupted functionality of the Philips central station; site specific drawings; ICRA tenting for dust/debris abatement. All components must be FDA regulated. The Government believes that this is the only source capable of meeting the Government's requirements of standardizing this product. This notice of intent is NOT a request for competitive proposals; a solicitation package is not available. Responses to this notice, if any, must show clear and convincing evidence that competition is attainable and more advantageous to the Government and must be received by the Contracting Officer, in writing, no later than 2:00 PM EST April 1, 2011. Responses shall be e-mailed to Russell.Eury@VA.Gov. No telephone responses will be accepted. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations. A determination not to compete this proposed contract action is solely within the discretion and authority of the Government. No reimbursement for any costs associated with providing capability statements will be provided by the Government.
