- Sources Sought Informattion Form - PDF Sources Sought Information Form - Word Doc The USPFO for California, located at San Luis Obispo, CA, intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for Construction of Combined Arms Collective Training Facility, at Camp Roberts, CA. Construction services will consist of 1. Site Work: to include all site grading, site utilities, various roads and parking areas, and associated fencing, 2. General Construction: thirteen new training structures of varying sizes of configurations, generally of reinforced concrete masonry units walls, reinforced slabs on grade, and pre-cast hollow core concrete plank intermediate floors, and 3. Support Facilities: general construction of three new support facilities, Operations Storage Facilities, Covered Mess, and After Action Review/Range Operations Control facility. Magnitude of the project is between $10,000,000 and $25,000,000. Construction/contract completion time is anticipated to take approximately 540 calendar days after notice to proceed to include inspection and punch list.. The North American Industry Classification System (NAICS) code for this work is 236220. This is a total small business set-aside. The small business size standard is $33.5 million average annual revenue for the previous three years. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 5 business days. PLAN ACCORDINGLY). All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only at Federal Business Opportunities (FedBizOpps.gov or fbo.gov) system. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN); 2) DUNS Number and CAGE Code; 3) Telephone Number; 4) E-Mail Address. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation by way of the link issued with the solicitation. Bidders/Offerors cannot log onto the FedBizOpps home page and search for data. Place of performance is at Camp Roberts, CA. Interested bondable small businesses having the skills and capabilities necessary to perform the stated requirements are invited to submit a completed and signed Sources Sought Information Request Form (see forms attached). Electronic or hard copy submissions are acceptable.
