Description

The Department of Veterans Affairs (VA), National Acquisition Center intends to enter into a sole-source procurement with the J.D. Power and Associates. This proposed award is being conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The National Consolidated Mail Outpatient Pharmacy has a requirement for a subscription license agreement to access data from a study that was completed by J.D. Power and Associates. This study consisted of an independent interview of 12,000 plus pharmacy customers concerning their experiences with more than 50 different pharmacy brands, including VA clinic and mail-order outlets. The data collected is only accessible from the J.D. Power and Associates password protected website. VA has determined that J.D. Power and Associates is the only responsible source that provides the access to their proprietary data. No other provider of these types of subscriptions is capable of satisfying this specific requirement for this specific data, as J.D. Power and Associates has the only access to such data. This will be a firm fixed price contract award for a period of one year, with an annual option to extend up to four additional years. NAICS Code 511120 and the Small Business Size Standard of 500 employees apply to this procurement. This notice is NOT a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document exists and no telephone inquires will be accepted.
