Description
The 56th Contracting Squardon at Luke AFB, AZ has a requirement for an off site after hours answering service for the 56 Medical Group. This sources sought notice is to determine the size and type of businesses able to provide after hours answering services - **This is not, in any way, a request or invitation for quote/proposals/bids nor an announcment of soliciation** - this sources sought notice is posted only to identify potential sources capable of meeting the requirements. Interested parties shall respond to this Sources Sought notice by Friday, 1 April 2011; 12:00 PM Pacific time. Resoponses shall be in the form of capabilities packages explicity demonstrating capabilities and expertise related to this effort and should include at a minimum: Business Name and Address, Point of Contact name, phone number, and email address, DUNS and NAICS code, Business size (small or large), Business type (8A, HUBZone, Women Owned, Service Disable Veteran Owned, Veteran Owned, etc), description of capabilities to meet requirements as described below. Please limit packages to 20 8.5" x 11" single spaced, one sided, font size no less than Times New Roman 10pt, 1" margin pages. The government will neither award a contract solely on the basis of this notice nor will it reimburse the contractor for costs associated with response preparation/submittal. Should the government decide to order this service an announcment will be posted. DATE DUE: Packages must be received electronically by 56 CONS/LGCA not later than 12:00pm PST, 1 Apr 11. All questions/packages must be submitted in writing/email to: Lyn Hinsch at lynita.hinsch@luke.af.mil (623)856-2725. All business eligible to provide this service are encouraged to reply as this information may be used to determine potential set-asides for the above noted service. -----REQUIREMENT DETAILS: PROGRAM GOAL: to provide all personnel, labor, materials, equipment, location and phone line(s) to provide an after hours answering service at a non-government location. CONTRACT OBJECTIVES: Utilize telephone operators to provide a timely telephone-based on call answering service to approximately 94K Defense Enrollment Eligibility Reporting System (DEERS) eligible beneficiaries. Following nationally recognized and physician approved clinical protocols and guidelines for symptom based calls, the service will record all incoming and outgoing calls, contact the on-call provider, keep records of all call times (incoming, provider contact, provider response, etc), handle unique call transactions (flying status, mental health contacts, etc), Specific transaction cost and payment information will be provided upon ordering this service. MILITARY PARAMETERS: The contractor shall be comply with all HIPAA rules and regulations and the Military Treatment Facility's specific health information privacy policies and procedures. The contractor must provide a toll free telephone line/number to the requesting location to forward the phone lines to it after hours. the contractor shall be responsible for installation, maintenance, and costs of their own telephone line. Automated voice response systems are not allowable. The contractor is responsible for maintaining a back up system for equipment failures, personnel shortfalls, etc. Hours and Operations/Federal Holidays will be Monday through Friday 1630-0730, 24 hours on Saturdays, Sundays, military down days, Federal Holidays, etc. Services by the contractor must continue during a crisis, natural disaster, closure due to weather, etc. GOVERNMENT FURNISHED ITEMS: The government will provide an Physician On-Call Roster each month ON CALL ANSWERING SERVICE SCRIPT: The contractor personnel shall use a predetermined personalized answering greeting when answering calls. Script shall be specified upon ordering the service. **This is neither a solicitation or request/invitation for quotes/proposals/bids. Should the government choose to order this service a formal requirment/soliciation will be posted**
