Description
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-11-Q-2519. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. NUWCDIVNPT intends to award a firm fixed price contract to South Bay Cable Corp (SBCC) for waterblock cable assemblies required for a Signal Analysis System (SAS) test. The cable assemblies are required to communicate and supply power from the surface to submerged test devices. The cable assemblies are needed to replace three damaged cables and to build a set for a new device. Also, the cables are used for data transmission; DC and AC supply cables are used to communicate between the test devices and the test van in the SAS system. In order to meet its projected goals, the SAS Project must purchase 800ft of flexible 24 AWG waterproof cables, with at least 30 twisted shielded pairs amounting to 90 conductors having an ideal maximum weight of 0.55 lbs/ft. The second cable needed to be purchase is 800ft of flexible 20 AWG waterproof cable with at least 9 twisted shielded pairs. The ideal maximum weight of the cable is 0.38 lbs/ft. The final cable needed to purchase is 200ft of flexible 14 AWG waterproof cables, which needs to have at least 15 conductors. The ideal maximum weight of the cable is 0.33 lbs/ft. These cables would preferably have all pairs numbered in the same fashion as the existing data cables (manufactured by Belden). Delivery term: FOB Destination is 15 days After Receipt of Order. All other timely offers will be considered. Offers for other products must contain complete product specifications and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. Offers should include price and delivery terms. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Offers must be submitted via the NECO Website by 2:00 p.m. on 1 April 2011.
