- This combined synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice and is current to include the latest FAC. It is being issued as Request for Quotation (RFQ) Q1450110012. The National Park Service, Golden Spike National Historic Site, has a requirement for thirty tons of blocked firewood, with options to purchase up to an additional fifty tons (in ten ton increments), per the following specifications. This acquisition is a 100% small business set-aside; the National Park Service encourages the participation of veteran, disadvantaged and women owned business enterprises. The North American Industry Classification System (NAICS) code for this project is 321113/ 321912/ 321999 with a size standard of 500 employees or 484220 with a size standard of $25.5 million. All responsible small business concerns may submit a quotation which shall be considered by the National Park Service. (Quoted price shall be F.O.B. Golden Spike National Historic Site, Promontory Summit, UT 84307, which is located 32 miles west of Brigham City, UT 84302 via Hwy 83.) Deliveries shall commence NET May 15, 2011 and be completed NLT August 31, 2011. QUOTES ARE DUE on April 18, 2011 at 4:30 PM Mountain Time and shall be delivered by the specified time to the National Park Service, Bighorn Canyon National Recreation Area, Contracting Office. Prospective contractors must be registered in the electronic Central Contractor Registration Database (www.bpn.gov/ccr ) prior to award of a government contract. Offerors are further advised that failure to register in this Central Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award. SPECIFICATIONS: The contractor shall supply and deliver firewood meeting the following criteria: - Minimum Length: 2 feet- Maximum Length: 3 feet- Minimum diameter: 6 inches- Maximum Diameter: 24 inches- Cut into prescribed lengths and allowed to air dry for a minimum of 1 year prior to delivery Please quote price per cord / ton for firewood, inclusive of applicable delivery charges and fuel surcharges. Firewood shall be delivered in a trailer that is self-unloading. Deliveries not meeting specifications or containing excessive debris will be refused. Firewood re-loading due to refusal of delivery will be at the contractor's expense. DELIVERY SCHEDULE: A minimum of 30 tons up to a maximum 80 tons of firewood delivered as requested by Golden Spike N. H. S. Requests will be made in 10 ton increments. Requested deliveries will be between May 15th and August 31st, 2011. Deliveries shall be made no later than one week from date of request. Deliveries shall be made during normal business hours of 8:00a.m. to 4:30p.m. MDT, Monday through Friday. Deliveries attempted outside of these hours will be refused at contractor's expense. WEIGHT AND PAYMENT: The contractor shall furnish weigh tickets from state certified scales for each delivery made. Payment will be made on actual quantities delivered and accepted. Note: per FAR 52.216-17, the Contractor is responsible for the delivery quantity. If the Contractor delivers and the Government receives quantities in excess of the quantity called for, such excess quantities will be treated as being delivered for the convenience of the Contractor. The Government may retain such excess quantities up to $250 in value without compensating the Contractor, and the Contractor waives all right, title, or interests therein. Quantities in excess of $250 will, at the option of the Government, either be returned at the Contractor's expense or retained and paid for by the Government at the contract unit price.
