Description
The Army Contracting Command-Warren, intends to procure, on a sole source basis, the procurement of 440 each Medium Armored Security Vehicles, field and sustainment tools, training aids, supporting manuals, authorized stockage list and spare parts. It is contemplated that this be part of a one year base contract (240 vehicles) with 2 option years (an additional 200 vehicles). The vehicles consist of the following 9 variants: Engineering (P/N 156001), Mortar Carrier (P/N 157001), Maintenance (P/N 158001), Ambulance (P/N 159001), Reconnaissance (P/N 164001), Command & Control (P/N 167001) Medium Armored Security Vehicles, Medium Armored Security Vehicles with Objective Gunners Protection Kit (P/N 155001), Medium Armored Security Vehicles with an Enclosed Turret (P/N 166001) and turreted Command and Control Medium Armored Security Vehicles (P/N 168001). In support of these vehicles and equipment, the contractor shall provide New Equipment Training and Field Service Representative support, primarily in the country of Afghanistan. It is anticipated that this requirement will be awarded to the Original Manufacturer of the Armored Security Vehicle, Textron Marine & Land Systems. Delivery of these vehicles will be to Afghanistan and must begin no later than November 2011 and shall be completed by December 2012. Field service support and training is anticipated to begin August 2011 and to be completed by May 2013. This action will be awarded as a modification to contract W56HZV-11-C-0114. This action is not being competed, in accordance with the statutory authority permitting other than full and open competition, 10 U.S.C 2304(c)(1) and pursuant to FAR 6.302-1, 'Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.' All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.
