Description
HISTORIC PLANTATION STYLE HOUSE FOR INTACT REMOVAL AND RE-USE FROM DEFENSE SUPPLY CENTER, RICHMOND, VIRGINIA UNDER INVITATION NO. W91236-SS-11-01 THIS IS A SOURCES SOUGHT NOTICE ONLY FOR EXPRESSIONS OF INTEREST. This is not a solicitation request for proposal and no contract will be awarded from this notice. ANY DECISIONS BY THE GOVERNMENT ABOUT FURTHER ACTIONS WILL NOT BE MADE UNTIL AFTER THE SITE VISIT ON APRIL 13, 2011. The Norfolk District is seeking sources who might be interested in the possibility of obtaining the Defense Supply Center Richmond Virginia's "Building 25", a former Commander's Quarters with detached garage, "Building S0044". Building 25 is a 4,757 square foot frame residence on a brick and concrete partial basement foundation. Building S0044 is a 614 square foot frame garage on concrete pad foundation. All supporting utility services would be terminated by the government prior to turn over. Any interested parties must agree to be responsible for all costs associated with obtaining these buildings including environmental testing of all components of the structures and site, all hazardous materials abatement, removal and intact relocation of the house. The house was built in 1901 and is known to contain lead-based paint, asbestos materials (plaster on walls contains asbestos), and has chlordane adjacent to foundation. All hazardous materials in and adjacent to the house must be mitigated and removed from the building prior to the house being removed offsite. All abatement must be performed by an licensed, certified, insured and bonded environmental company, with experience in the removal, handling, transportation and disposal of each identified environmental hazard. The goal of any future solicitation would be to move the house off the facility site and maintain its historic nature, after environmental abatement has been performed. The house must remain intact at its new location. Any successful recipient of the buildings must be prepared to offer a bid for the house, fund the house move, coordinate and pay for all move requirements with Chesterfield County and also fund all environmental abatement prior to removal of the house and garage. The buildings under consideration to be removed may be inspected by interested parties on Wednesday, April 13, 2011. All interested parties should meet at the Defense Supply Center Richmond Visitor Control Center Pass Office at the North Gate at 9:00 A.M. A valid government issued Identification Card is required for admission to the installation. All interested parties are requested to indicate if they will attend the site inspection and provide evidence of competence in environmental testing and mitigation, intact structural relocation methods, and historical restoration.
